For administrative purposes the joint working group shall be placed under one of the parent committees, nominated by mutual agreement. A proposal to establish a joint ISO/IEC working group, … submitted for approval to the technical management boards.

Working groups are simply groups of experts working under the authority of a committee but the standard is developed under the aegis of and approved by the parent committee(s).
