College-and-Career-Ready Expectations for All Students State-Developed Differentiated Recognition, Accountability, and Support Supporting Effective Instruction and Leadership Reducing Duplication and Unnecessary Burden

18 18 ESEA Flexibility o Flexibility Requires identification Reward Schools highest performing and highest progress Priority Schools lowest achieving based on proficiency and lack of progress Focus Schools c ontributing to the achievement gap Notes: a)These are Title I and, in a few cases, Title I-eligible schools only b)Designations are based on two things: 1) Current NCLB-approved assessment results and, for high schools, 2) Graduation Rates c)Sanctions are not triggered by AYP status
