Florida Gas Transmission 16-Inch Section#1 Hydrostatic Test 16-Inch Saint Petersburg Lateral Pipeline From Polk City to Lakeland Polk County

 Who is Florida Gas Transmission (FGT)?  Why is FGT testing?  What is the test exactly?  When will the test occur?  Where will the test take place?  How will the test be conducted?  How will the test affect me? Today’s Outline 2

 Natural gas transmission company operating a 5,000 mile pipeline system along the Gulf  Provide majority of the natural gas for power generation in Polk County  16-inch diameter pipeline serving Tampa area  Customers include:  Electric utility companies  Local distributors  Industrial clients Florida Gas Transmission Company 3

 The U.S. Department of Transportation regulates all interstate pipelines  Testing is federally mandated  Best practice to confirm the safety and reliability of the pipeline  Safety is our #1 priority  Ensure continued superb client service Need for the Test 4

 Hydrostatic Test  Remove the natural gas from the line Controlled release vents harmlessly into atmosphere Service is maintained on another system  Test the integrity of the pipeline by filling the line with water Put the water under pressure for a fixed period of time Nature of the Test 5

 Hydrotesting the 16-inch lateral system  Standard, common pipeline test procedure  Recent, successful pipeline tests were completed in:  Polk testing has been set for October 2015 Background  Hillsborough  Miami-Dade  Broward  Palm Beach  St. Lucie  Martin 6

Public Awareness Campaign Project Process Begin Project Obtain Permits Prepare System for Testing Conduct Hydrotest End Project 7

 Test window is set:  Monday, 5 October 2015  Early morning, midnight – 4:00 a.m. Project Schedule 8

 Total Project Length = 15.8 miles  Begin: SR 33/Commonwealth Ave N, Polk City  End: Kathleen Rd, Lakeland  Generally follows the below roadway alignments:  SR 33/Commonwealth Ave N  CR 582/Old Polk City Rd  CR 582/N Socrum Loop Rd/Marcum Rd  US-98  Within Unincorporated Polk County, Polk City, and Lakeland Project Location 9

Project Location (con’t) 10

 Remove natural gas from the pipeline  Completed the week before the hydrotest  Fill the line with water  Pressurize the system  Normal operating pressure is 788 PSI  Test pressure is up to 1,350 PSI Relatively short duration (approx. 30 minutes)  Reduce to intermediate pressure at 1,225 PSI Maintain for 8 hours How the Test is Performed 11

 De-pressurize the line  Drain the water from the system  If any integrity issues are found:  They are corrected as soon as possible  The hydrotest is performed again Any re-testing will be performed as soon as possible, during the same hours  Resume normal natural gas service How the Test is Performed (con’t) 12

 Safety is our #1 priority  Performed extensive test preparations, including an inspection of the entire system  Any pipe anomalies will be repaired in advance of conducting the hydrotest  For the duration of the high pressure test, as a safety consideration, we plan to isolate sections of the pipeline route from people and traffic Safety During the Test 13

 Advance Preparations  Make all key stakeholders aware Adjacent property owners Emergency service providers General driving public  Announcements Flyers, newspaper, website, etc.  Dynamic message signs 2 weeks in advance Conducting the Test 14

 Night of the Test  Begin at midnight  Close roads/lanes with barricades  Law enforcement support  Confirm all-clear along the 15.8-mile corridor  Conduct hydrotest  Reopen roadways at approximately 4:00 AM Conducting the Test (Con’t) 15

 General Utility Permit from the Florida Department of Transportation is in process  Officers will be stationed at road and lane closures  Emergency responders will be able to cross as needed  Detours will include signs and officer support Traffic Control During the Test 16

Detours During the Test – SR 33  Southbound lane of SR 33/Commonwealth Avenue N closed – flaggers will be used to allow two-way traffic between:  Tavares Rd and Voyles Loop (N)  Both directions of SR 33/Commonwealth Avenue N closed – use detour route along:  Voyles Loop (S)/Voyles Loop (N) 17

Detours During the Test – CR 582  CR 582/Old Polk City Rd full road closure:  Epicenter Blvd to Walt Loop Rd  Detour Route (South side of CR 582):  SR 33/Commonwealth Ave N  Old Combee Rd  CR 582/N Socrum Loop Rd  Walt Loop Rd  Walt Williams Rd  Daughtery Rd 18

Detours During the Test – CR 582  CR 582/Old Polk City Rd full road closure:  Epicenter Blvd to Walt Loop Rd  Detour Route (North side of CR 582):  Moore Rd  Tom Costine Rd  CR 582/N Socrum Loop Rd  US-98 19

Detours During the Test – CR 582  CR 582/N Socrum Loop Rd/Marcum Rd full road closure:  Walt Loop Rd to US-98  Detour Routes (north-south crossings open):  CR 582/N Socrum Loop Rd  Pearce Ave/N Socrum Loop Rd 20
