Florida Gas Transmission 16-Inch Section#1 Hydrostatic Test 16-Inch Saint Petersburg Lateral Pipeline From Polk City to Lakeland Polk County
2
Who is Florida Gas Transmission (FGT)? Why is FGT testing? What is the test exactly? When will the test occur? Where will the test take place? How will the test be conducted? How will the test affect me? Today’s Outline 2
3
Natural gas transmission company operating a 5,000 mile pipeline system along the Gulf Provide majority of the natural gas for power generation in Polk County 16-inch diameter pipeline serving Tampa area Customers include: Electric utility companies Local distributors Industrial clients Florida Gas Transmission Company 3
4
The U.S. Department of Transportation regulates all interstate pipelines Testing is federally mandated Best practice to confirm the safety and reliability of the pipeline Safety is our #1 priority Ensure continued superb client service Need for the Test 4
5
Hydrostatic Test Remove the natural gas from the line Controlled release vents harmlessly into atmosphere Service is maintained on another system Test the integrity of the pipeline by filling the line with water Put the water under pressure for a fixed period of time Nature of the Test 5
6
Hydrotesting the 16-inch lateral system Standard, common pipeline test procedure Recent, successful pipeline tests were completed in: Polk testing has been set for October 2015 Background Hillsborough Miami-Dade Broward Palm Beach St. Lucie Martin 6
7
Public Awareness Campaign Project Process Begin Project Obtain Permits Prepare System for Testing Conduct Hydrotest End Project 7
8
Test window is set: Monday, 5 October 2015 Early morning, midnight – 4:00 a.m. Project Schedule 8
9
Total Project Length = 15.8 miles Begin: SR 33/Commonwealth Ave N, Polk City End: Kathleen Rd, Lakeland Generally follows the below roadway alignments: SR 33/Commonwealth Ave N CR 582/Old Polk City Rd CR 582/N Socrum Loop Rd/Marcum Rd US-98 Within Unincorporated Polk County, Polk City, and Lakeland Project Location 9

Project Location (con’t) 10
11
Remove natural gas from the pipeline Completed the week before the hydrotest Fill the line with water Pressurize the system Normal operating pressure is 788 PSI Test pressure is up to 1,350 PSI Relatively short duration (approx. 30 minutes) Reduce to intermediate pressure at 1,225 PSI Maintain for 8 hours How the Test is Performed 11
12
De-pressurize the line Drain the water from the system If any integrity issues are found: They are corrected as soon as possible The hydrotest is performed again Any re-testing will be performed as soon as possible, during the same hours Resume normal natural gas service How the Test is Performed (con’t) 12
13
Safety is our #1 priority Performed extensive test preparations, including an inspection of the entire system Any pipe anomalies will be repaired in advance of conducting the hydrotest For the duration of the high pressure test, as a safety consideration, we plan to isolate sections of the pipeline route from people and traffic Safety During the Test 13
14
Advance Preparations Make all key stakeholders aware Adjacent property owners Emergency service providers General driving public Announcements Flyers, newspaper, website, etc. Dynamic message signs 2 weeks in advance Conducting the Test 14
