Anticipate the 2nd Industry Day events to take place April 2016 Today will be a tour of Kirtland AFB and a tentative Q&A session with the group. 5 War-winning capabilities … on time, on cost “Current” Contract Structure Base Maintenance Contract Current contractor is Chenega Integrated Mission Support, LLC Contract is Firm Fixed Price with Cost Reimbursable CLINs for Material Reimbursement, Work Orders and Training $90M+ Contract expires 31 May 2018 5

6 War-winning capabilities … on time, on cost Future Contract Structure Base Maintenance Contract Draft contract type and CLIN structure is TBD May possess Firm Fixed Priced CLINs for routine support and Cost Reimbursable CLINs for any unscheduled work such as emergency calls May possess “Incentives” for contractor performance. Proposing the contract to be written for a 5-year base and 5/1- year options NOTE: The Source Selection Team is conducting an Early Strategies and Issues Session with the SSA later this year and will know the likelihood of achieving this at that time.

7 War-winning capabilities … on time, on cost Source Selection Process Base Maintenance Contract NAICS Code - 561210 Facilities Support Services Determination on whether 8(a), Small Business Set-Aside or Full and Open Competition, October 2015 If Full and Open, small business plans will be required IAW FAR and will be part of the source selection criteria Draft RFP release (Bidders Library, Draft Performance Work Statement and drawings), Tentative February 2016 Additional documents may be added continuously Formal RFP release, Tentative September 2016 Proposals due 60 days after RFP release Contract award NLT 1 March 2018 Tentative Transition Period 1 April 2018 – 60 Days

8 War-winning capabilities … on time, on cost Q&A and Tour Base Maintenance Contract There will be One-On-One sessions 19 & 20 May 2015 Questions and answers from the One-On-One sessions will be posted on FBO within two weeks after the conclusion of this Industry Day event. No contractor identification will be posted on the Q&As. No proprietary information discussion in One-on-One’s and no marketing materials/information authorized Kirtland Tour - stay together during the tour To take the tour – you must have responded to the Industry Day notice, and submitted all required documentation DO NOT engage current contract employees! All prospective contractors shall receive the same tour

9 War-winning capabilities … on time, on cost One-on-Ones with Industry Base Maintenance Contract One-on-Ones will be conducted IAW the schedules emailed to each respective company Please arrive 15 minutes early No marketing pitches are authorized. Meeting will be adjourned if it evolves into a marketing pitch The purpose is to: Provide opportunity for offerors to get questions regarding the BMC/PWS answered The Government to gain feedback on PWS and contract structure How best to present the BMC requirement to enable industry the opportunity to provide a reasonable and competitive bid

10 War-winning capabilities … on time, on cost Performance Work Statement Base Maintenance Contract We are requesting feedback on the PWS drafts after each Industry Day event (NLT 1 week after) After all comments are submitted, revised documents will be posted on FBO accordingly and there will be subsequent opportunities for Industry comments All applicable documents for this acquisition will be posted on FBO

11 War-winning capabilities … on time, on cost Offeror’s List Base Maintenance Contract List of potential Offeror’s & Contact Information: Once the RFP has been issued, you will have the opportunity to register as an “Interested Party.” You are encouraged to monitor FBO.gov, as this will be the only source of information for the BMC re-compete.
