2 What’s new in Air Export? Indirect Air Carrier Standard Security Program (IACSSP) Change 6 IACSSP Change 6 has not been released yet. NCBFAA will hold off on commenting on the upcoming changes in the IACSSP Change 6 until Change 6 is released.

3 Automated Commercial Environment (ACE) Air Export Manifest CBP’s Electronic Air cargo export manifest pilot program requires electronic submission of air export manifests data elements in the Automated Commercial Environment (ACE). For Air cargo – It is usually the Aircraft commander or agent that must file CBP Form 7509 (air export manifest) at the departure airport and not the forwarder.

4 Progressive Filing Model – Airlines for America recently created a concept known as the Progressive Filing Model (PFM). The PFM will allow a forwarder to electronically submit all or most of the data from the CBP form 7509 via ACE. The new requirement will be for forwarders to file the 7509 via ACE before loading of the cargo on the aircraft. AIR CARGO MANIFEST – CBP FORM 7509

7 TWO TYPES OF DHS CANINE CATEGORIES Passenger Screening Canine (PSC) Trained to detect explosives’ odor on passengers in the checkpoint environment, in addition to their conventional explosives detection role. Handler training: 12 weeks Explosive Detection Canine (EDC) Used a U.S. Ports of Entry to detect explosives, narcotics, firearms, humans, and undeclared currency smuggling. Handler training: 10 weeks Breed types: German Shepard, Labrador Retrievers, German Short-haired Pointers, Wire-haired Pointers, Vizslas, Belgian Malinois and Golden Retrievers

10 TSA SIDE – PROS & CONS Cost of the Canine Training Program - 1 st year approx. $84,000 - Annual cost of team approx. $54,000 Trained canine handlers - Transportation Security Inspectors - Local Law Enforcement officers Concerns over CCSF civilian handler training

11 TSA SIDE – PROS & CONS Source of quality canine pups - Pups are currently bought from Europe - DHS is looking into U.S. breeding program Overall training time and life span - Start at 8 weeks of age - Training can end as quick as 15 weeks to as long as 2 years. - Canine is retired at 9 years of age. On March 4, 2016 TSA opened a new 25,000 square-foot facility in San Antonio, Texas to help with the training demand.

12 CCSF’S Questions and Concerns Overall costs of a CCSF Canine Program. Number of canine teams required at a CCSF - Sickness of either handler or canine - No show / No performance Canine team training requirements and annual re-certification requirements.
