Overview Southern California Edison - External Use 2 SCE is introducing two new clean energy rate programs this year for Non-residential and Residential customers: o Green Rate program o Community Renewables program This presentation will cover the following: o Eligibility and terms o Program details o Bill presentation o How to enroll

Green Rate & Community Renewables Programs Green Rate Program For an additional cost, you can choose to purchase clean power for a portion (50%) or all (100%) of your electricity use. SCE will purchase solar energy on your behalf from local developers. Southern California Edison - External Use 3 You can choose to enter into an agreement with a solar provider to take part in a community solar project. SCE will purchase the solar energy from the developer. In lieu of paying the developer, SCE will direct payments to you in the form of bill credits. Voluntary clean energy rate programs* for Non-residential and Residential customers. * Program availability is limited. **Developer; 45 MW set aside for facilities no larger than 1 MW located in the most impacted and disadvantaged communities as identified by the California Environmental Protection Agency. 4 Southern California Edison - External Use The Green Rate and Community Renewables clean energy rate programs are both Green-e certified. Green-e certification guarantees that our programs meet strict environmental and consumer protection standards. You may be eligible to earn LEED points under the Green Power credit for participating in the Green Rate or Community Renewables program. Contact the US Green Building Council for more information. Green Rate Eligibility and Terms Southern California Edison - External Use 5 Green Rate is voluntary and optional. Bundled service customers, meaning those who pay SCE for generation, transmission, and distribution services, are eligible to participate. You can choose your level of participation (50% or 100%). – One participation level change is permitted in a 12 month period. You can de-enroll at any time without penalty, but must wait 12 months to re-enroll. Customers on the following rates are not eligible to participate: Customer load served on this tariff cannot exceed 2MW per year.* *Load restriction does not apply to governments, universities and schools – Direct Access – Community Choice Aggregation – Economic Development Rates – Non-metered streetlights – Community Renewables – RES-BCT – CREST, WATER, Re-MAT – Fully resourced Standby: TOU-8-S & S

Green Rate Charges and Credits Southern California Edison - External Use 6 When participating in the Green Rate program, you will pay an additional cost,* of a few cents per kWh, above your standard SCE bill charges. On this rate you will be charged* the following (combined into two line items on the bill): 1.Green Rate charge o Renewable Power Rate o CAISO Grid and WREGIS Charges o Renewable Integration Cost Charge (currently set at $0) o Resource Adequacy Adjustment o Program Administration Charge o Marketing, Education, and Outreach Charge 2.Green Rate indifference adj o Applicable to participating Green Rate customers to help ensure non-participating customer indifference to the Green Rate You will also receive a Green Rate credit* for the following (combined into one line item on the bill): o Class Average Generation Credit o Solar Value Adjustment (Time of Delivery Adjustment) * Rates, charges and credits will vary based on customer and subscription percentage

Green Rate Small Business Bill Sample Southern California Edison - External Use 7 The TOU-GS-1 premium is approximately 3.25 cents per kWh above the current rate. For the average bill of $150, this would mean an additional: – $14 / month at 50% – $28 / month at 100% Charges and Credits will be rolled into three line items: – Green Rate charge – Green Rate indifference adj – Green Rate credit Information related to subscription level will also be provided.

Customer receives a credit for their Community Renewables subscription: Customer continues to pay all other bill charges, and SCE continues to provide all energy and T&D services. $ for Subscribed 2. Generator and SCE enter into a Power Purchase Agreement Developer generates electricity and provides to SCE. kWh 1. Customer enters into an agreement with a developer: Likely in the form of up-front funding for project development (e.g., customer “subscribes to” a % of a solar array’s output). Could possibly be structured as a per kWh payment. SCE will purchase the solar energy from the developer. In lieu of paying the developer, SCE will direct payments to you in the form of bill credits. Projects range in size from 500kW to 3MW. Community Renewables Eligibility and Terms Southern California Edison - External Use 10 The Community Renewables program is voluntary and optional. Bundled service customers, meaning those who pay SCE for generation, transmission, an distribution services, are eligible to participate. Customers on the following rates are not eligible to participate: – Direct Access – Community Choice Aggregation – Economic Development Rates – Non-metered streetlights – Net Energy Metering – Green Rate Customer load served on this tariff cannot exceed 2MW per year.* Subscriptions are portable, so if you move within SCE’s service territory, you can remain on the program. * Load restrictions do not apply to governments, universities and schools

Community Renewables Charges and Credits Southern California Edison - External Use 11 Enter into an agreement with a solar provider to take part in a community solar project. SCE will purchase the solar energy from the developer. In lieu of paying the developer, SCE will direct payments to you in the form of bill credits. On this rate you will be charged* the following (combined into two line items on the bill): 1.Comm renewables charge o Renewable Power Rate (Re-MAT PPA CR Contract Price Charge, offset by equivalent PPA CR Contract Price Credit, netting out to RPR of 0) o CAISO Grid and WREGIS Charges o Renewable Integration Cost Charge (currently set at $0) o Resource Adequacy Adjustment o Program Administration Charge o Marketing, Education, and Outreach Charge 2.Comm renewables indifference Adj o Applicable to participating Community Renewables customers to help ensure non- participating customer indifference to the Community Renewables program You will also receive a Comm renewables credit* for the following (combined into one line item on the bill): o Class Average Generation Credit o Solar Value Adjustment (Time of Delivery Adjustment) * Rate, charges and credits will vary by facility and the selected subscription percentage

Community Renewables Bill Sample Southern California Edison - External Use 12 Charges and Credits will be rolled into three line items on the bill: – Comm renewables charge – Comm renewables indifference adj – Comm renewables credit Information related to subscription level and facility output will also be provided. The Community Renewables credit is estimated to be between 2.66-5.79 cents per kWh, depending on rate class. – These rates are estimates only and vary based on the facility

Community Renewables How to Enroll Southern California Edison - External Use 13 To participate, enter into an agreement with a third-party developer on a community solar project. SCE is not party to this agreement and does not review the agreement. Community Renewables bidding will start April 1, 2016. Community Renewables Customer-Developer Agreement Southern California Edison - External Use 14 SCE requires the developer to include certain customer protection clauses in the Customer-Developer Agreement (CDA), but has no control over the other terms and conditions of the agreement. All CDAs must include the following protections: o Program Intent Provisions o Buyer Beware Provisions o Customer Complaint Provisions o Termination of CDA upon Power Purchase Agreement (PPA) termination Even with these protections, there is risk in these agreements. It is important to closely review agreements and understand provisions, especially any termination fees. If you have any concerns regarding your treatment by a developer, you can report it to SCE via email at CommRenewables@sce.com.
