2 Responsibilities under IMO instruments : SOLAS regulation I/11(c) specifies the master/owner responsibility to report to the Administration and classification society whenever an accident occurs to a ship or a defect is discovered, either of which affects the safety of the ship or the efficiency or completeness of its life-saving appliances or other equipment SOLAS regulation II-1/3-1 requires that ships “shall be … maintained in compliance with the structural, mechanical and electrical requirements of a classification society which is recognized by the Administration”. MSC/Circ.1070 reminds owners of their obligations under SOLAS regulations I/11 and II-1/3-1, chapter IX and regulation I/1 of the ILLC 66. 3 Responsibilities under Class Rules: It is a Rule requirement that the Owner should advise class of any damage which may affect the classification of a classed ship and that all repairs necessary for the ship to retain her class are carried out to the satisfaction of the Surveyors. 5 IMO resolution A.744(18) and IACS URs Z7 and Z10.x series Any damage in association with wastage over the allowable limits (including buckling, grooving, detachment or fracture), or extensive areas of wastage over the allowable limits, which affects or, in the opinion of the Surveyor, will affect the vessel’s structural, watertight or weathertight integrity, is to be promptly and thoroughly repaired. A Prompt and Thorough Repair is a permanent repair completed at the time of survey to the satisfaction of the Surveyor, therein removing the need for the imposition of any associated condition of classification.
