2 ISAF PRT Mission Statement “Provincial Reconstruction Teams (PRTs) will assist the Islamic Republic of Afghanistan to extend its authority, in order to facilitate the development of a stable and secure environment in the identified area of operations, and enable Security Sector Reform (SSR) and reconstruction efforts.”

4 Helmand Plan End State Helmand’s population rejects the insurgency and supports the Afghan Government - The central districts of Lashkar Gah, Nahr-e Saraj (Gereshk), Garmser, Naveh-ye Barakzai and Nad- e Ali are secure and increasingly under full Afghan control. -There is freedom of movement in, around and through these districts to outside centres of economic opportunity and to regional centres. - Outlying districts do not serve as staging areas for insurgent activity across the region and deliver an acceptable level of security. -Conditions are being set for the future emergence of the Helmand Economic Corridor as a driver of overall development.

9 Education Sector Role in PRT Work with the Ministry of Education (MoE) and the Provincial Education Department (PED) to establish increased access to government service delivery in Helmand with the aims: To create access to GIRoA MoE led education and a space for local communities to engage with and recognise GIRoA MoE/PED as the legitimate authority responsible for addressing and responding to the educational needs. To build the capacity of MoE/PED so that they can engage with local communities and develop education service delivery in Helmand. To build the capacity of MoE/PED to create synergy between national, provincial and district level identifying needs and priorities of the communities, and draw down national programs, other resources and support, reflecting the National Education Strategy Plan.

10 Stabilisation - Outreach After operation in hold and build phase we support MoE/PED outreach to the District meeting with local leaders, communities, teachers and mullah’s to discuss education needs and priorities with the aim to enable access to government led education.

11 Value to stabilisation effort GIRoA MoE/PED meet the people in the districts - outreach - meeting with local communities discussing needs and priorities. Initiate GIRoA service delivery directly after district is taken over based on community needs and request. There are no alternative actors, UN or NGO’s present in Helmand working with education supporting the Ministry of Education. In 2007 - 47 Government MoE led schools open – majority in Lashkar Gah the provincial capital. The PRT was then working in 4 districts. Now, 2010, there are now 104 Government MoE le schools open with increased access in districts. The PRT is now working in working in 10 districts.

12 Value to Development The Danish support to Helmand Education sector is part of the Danish Support Programme to Education in Afghanistan (DSPEA 2010 – 2013) aligned to NESP. Funding is channelled through the Ministry of Education enabling building capabilities and synergy between national, provincial and district level.
