3 1. Objectives of the mandate To support SAM in the definition of the vision, purpose, and governance structure of an International Knowledge Hub for ASM proposing a sustainability model. Stakeholder consultation to define: Value Added Vision and shared purpose Thematic focus Structure and governance model Membership Sustainability Model 3

4 2. Consultation process Desk Review Briefings with SAM and SDC Mission to Ulaanbaatar As a result of this mission, a report was prepared. This report included a preliminary concept for the setting up of the IKH and became a discussion paper for the consultation with international stakeholders. International ASM Stakeholders consultation 37 international stakeholders working on ASM world-wide were contacted during the month of February. 28 participated in a telephone consultation. As a result of this consultation the IKH concept was further developed and consolidated. 4

6 6 Conditions for successful Knowledge Hubs and Networks Value – added: “real” benefits from being part of the network: individual gains, community building, learning, coordination, joint action Good management: Professional and committed Trust: good relationships, balanced contact and communication, face-to-face meetings, consultation, personal approach (human beings) Transparency: understand the vision and goals, organisation, funding and how funds are being used

7 7 Success Factors Core Group of committed individuals / organisations: shared leadership Focus on key, strategic topics: topics of relevance to the stakeholders/members and that are already considered as priority topics of the member- organisations Professional secretariat/ facilitation: expert in the topic of the knowledge hub, professional networker, communication skills and aptitudes, leadership and coordination skills and qualities Core and stable operational funding: running/operational costs of the Secretariat should be covered / ensured

Results of the Consultation 1.Value Added There is a need for setting up the IKH and there is a wide interested in being part of this initiative The IKH shall: improve data and information creation and management enable stakeholders to learn among and with each other in a more structured way enhance the collaborative creation of further evidence that supports informed decision-making at different levels support the consolidation of the existing informal network

Improved Legislation for the ASM Sector Regulatory frameworks, increased public investments Informed decision making Empowerment and participation of miners Well-being of the ASM community Access to health care, Occupational safety, Human rights, Addressing women issues, empowerment, conflict resolution Responsible mining practices Improving environmental approaches, Reduction child labour Responsible business Maximizing of production while working in the best environmentally and socially - responsible way Tracking increasing volume of commodities - metals enter the normal supply chain.

10 10 3. Mission and purpose: What will be the contribution of the Knowledge Hub to ASM? STRENGTHENING THE ASM NETWORK INTERACTING AND LEARNING RESEARCHING AND POLICY MAKING DOCUMENTING INFORMATION AND DATA

11 11 3. Mission and purpose: What will the IKH do? Knowledge Management Knowledge creation and development through research and practice Storage of information and data Knowledge and information sharing and dissemination Policy making/ new technologies / innovation

12 12 4. Organisational Structure International Steering Group /Committee Organizations with a stake on ASM. Organisations currently working with specific ASM thematic areas and with professional experts on ASM topics. Organisations with the track - record of investing in the ASM sector and with proven interest and drive in co- funding KH knowledge projects. Organisations that are well integrated in regional ASM networks Core functions: Strategic guidance of the IKH and advice to the IKH Secretariat Support with fund-raising / sustainability of the IKH

13 13 International Secretariat Ample knowledge of ASM issues and with proven management skills and qualities for networking and communication. Capacity to have or currently having wide-reaching relations to ASM stakeholders at different levels (impartiality) Dynamism and flexibility to adapt the work of the IKH, balancing strategy and opportunities Creativity and passion to drive the IKH Core functions: Management Networking and communications Support the development of themes and topics

14 14 Regional Knowledge Hubs Leading current ASM initiatives in the different regions Track-record experience of working on ASM issues in the respective region. Experience and / or potential for networking and communication with different regional stakeholders. Close contact and relations with miners, miner associations, governments and civil society in the region. Core functions: Management of regional events and activities Communication and networking with miners, governments, civil society and other stakeholders Mobilization of human capital at regional levels Stewardship of ASM themes relevant to the region Active participation in the IKH events and decision-making spaces (i.e. Steering Committee)

15 15 Thematic Hubs Identify “thematic leaders” or “thematic champions” currently working on ASM topics and with experience, knowledge and a deep interested in particular themes. They should perceive a win-win situation by leading the IKH selected themes. Organisations could be either from the region or also work at international levels. Core functions: Communication and networking on specific theme Stewardship of an ASM theme Production of knowledge products and learning events around the theme

17 17 Members Members of the KH could be individuals and organisations interested in and working with ASM issues. The International KH should be open to a wide range of actors with a stake on ASM including other international networks addressing topics related to ASM.

Challenges Challenges mentioned by the stakeholders Possible ways of addressing them Sustainability of funds  How to ensure the sustainability of the IKH beyond SAM project?  How can we convince donor agencies to invest in the IKH?  The Hub should generate some income through different activities  Members should see the value of investing in the IKH  Development of a good business plan to ensure further funding beyond the seed support of SDC  Pooling of resources though knowledge projects led by members  Set up a Trust Fund with firm rules of how to run it (?)  Approach donors with a broader look into ASM

Challenges Challenges mentioned by the stakeholders Possible ways of addressing them Complexity of the Sector  How to balance the different approaches to ASM from wide range of stakeholders?  The sector has diverse actors with strong agendas, how can the IKH deal with this?  How to bridge all the initiatives on ASM?  How to include the voice of miners from the beginning?  How to reach miners? Technologies to be used?  IKH Communication guidelines and rules  MoUs and guidelines on how organisations will collaborate  Professional Secretariat aware of these issues, well networked and with wide experience in working with different sector stakeholders  Regional hubs could make sure to integrate miners in the KH using friendly technologies
