What we can conclude till 2007? With classic police enforcement we reach the top, We already used all strong munitions 5 years ago: -Changing legislation, -High penalties, -Penalty points system, -Daily lights, -Strong enforcement, -Extremely difficult to abuse legal system to “escape” penalty,
