November 2015 Review joint commissioning arrangements with Children & Young People’s Services.April 2016 External Review of Domestic Abuse Services via the Safe Lives Consultancy.April 2016 In last year’s LCP we set out plans to undertake the following prioritised commissioning activity:

Outstanding/further-planned commissioning activity during 2015&16: Scrutinise any potential duplication of funding across Supporting People contracts and negotiate return of grant and/or ongoing contract sum reduction. Continue to implement a rolling programme of service reviews that focusses on whether provision is needs-led, tenure neutral, appropriately targeted on those to whom the Social Services Health & Housing Service owes a statutory duty, and provides value for money. Devise the strategic methodology for implementing funding reductions across providers to account for an indicative reduction in grant settlement in 2016/17 of between 5 & 20%, net of any savings realised by the service review programme. Begin the ongoing process of routine re-tendering of services to ensure compliance with Council Contract Procedure Rules and procurement law.

Social Services Health & Housing Cabinet Board decisions 8 October 2015 (subject to call-in) That the Local Commissioning Plan 2014-17 update, for use and dissemination purposes as required, be approved; That the programme of service reviews * be approved; That the Head of Business Strategy & Public Protection be given delegated authority to oversee the Project Groups that determine the outcome of the above-mentioned service reviews; That the Head of Business Strategy & Public Protection be given delegated authority to approve a strategic rationale for managing any necessary funding reductions in 2016/17 * The ongoing strategic relevance and cost-effectiveness of all floating/peripatetic support services will be reviewed between now and the end of the calendar year.

Section 60 (Advice duty) Universal duty to provide advice information and assistance in accessing help. Section 62 (Assessment duty) Duty to assess if applying for help and appears to be homeless or threatened with homelessness within 56 days.

Section 66 (Prevention duty) Duty to take reasonable steps to help prevent an applicant becoming homeless (having regard to the need to make best use of available Council resources). Section 68 (Interim duty) Duty to secure accommodation for homeless applicants in priority need.

Section 73 (Relief duty) Duty to help secure accommodation for homeless applicants for up to 56 days. Section 75 (Final Duty) Duty to secure accommodation for applicants in priority need

Where do SPPG funded services fit in? Section 60 Housing Options staff may signpost or refer through Gateways/Hubs. Section 66 Personal Housing Plans may refer for accommodation and/or support as a reasonable step.

Section 73/75 May discharge duty into supported housing or Housing Associations/private rented secctor tenancy with Floating Support.

Note: NPT’s Strategic Relevance Assessment methodology includes consideration of the extent to which an SPPG funded service contributes to the discharge of these duties (as well as any other owed by the Social Care Health & Housing directorate - eg those coming next year under the Social Services & Wellbeing (Wales) Act 2014)

QUESTIONS: COULD GENERIC LOCALITY-BASED SERVICES CONCURRENTLY DELIVER ON BOTH OF THESE PREVENTION AGENDAS? WOULD THE SUPPORT ON DEMAND MODEL OF DELIVERY WORK IN THIS CONTEXT? IS THERE A REGIONAL DIMENSION TO ANY OF THIS THAT CAN DELIVER CASHABLE LOCAL SAVINGS OR HAS OTHER DEMONSTRABLE LOCAL BENEFITS? IF SO COULD WE PILOT THIS BY CO-LOCATING EXISTING SERVICES IN CROSS-BOUNDARY HUBS?
