??? Blind confidence in long-term staff Same responsibility for the officer over long time Your superior receives “favours” Different approaches by officers, and no superior actions are taken Threats 5Odorheiul Secuiesc, Nov. 2010

Ethics ”Ethics is the judgement one should exercise in the void of rules” ”Common sense isn’t all that common”  It must be learned “An illegal action is a good reason not to perform, but if an action is not illegal is not a good reason to perform.” 6Odorheiul Secuiesc, Nov. 2010

7 Legal Wise Odorheiul Secuiesc, Nov. 2010

Morality Morality is the individual perception of right and wrong “Everybody has a morality – and some of us have several” Morality cannot be learned 8Odorheiul Secuiesc, Nov. 2010

Work culture could be judged at three levels –Visibility –Documentary –Practice 9Odorheiul Secuiesc, Nov. 2010

Routines and conformity Two forces guides work environment: –Routines, –Conformity. How do you meet the challenges from routines and conformities? 10Odorheiul Secuiesc, Nov. 2010

11 Ethical rules (1) The audit group shall: maintain high professional integrity, treat the auditee with respect, this implies to both profession and personal, not use information from the audit to any other purpose than stated connect non-conformance and remarks only to system, company performance or product and never to person Odorheiul Secuiesc, Nov. 2010

12 Ethical rules(2) The audit group shall: base decisions on objective findings, these shall be communicated to the auditee, be loyal to the employer of the auditor, be transparent of any other connections with the auditee, never receive gifts or other benefits which could impair the auditors independence Odorheiul Secuiesc, Nov. 2010

Meaning? Simply described: Doing what is right. Integrity within public service means: –Carrying out the responsibilities assigned, –to the best of ones ability, –without accepting bribes, gifts or other inducements, –without being pressured by threats to career, or financial security. It is not “avoiding conflict at all costs” or “refusing to address difficult issues” because they draw attention and might damage career prospects. 13Odorheiul Secuiesc, Nov. 2010

Ask yourself Similar tasks are treated equally! Conclusions can be defended in public! I can visualize concluding in the same manner next time! 14Odorheiul Secuiesc, Nov. 2010

Organisational measures to avoid threats to integrity Transparent task description for the staff, Superiors as role models, Responsibility for decisions is carried throughout the organisation (inspectors are not “left out in the rain”), Guidelines with regard to Corruption and Anti- Corruption measures, Periodical training of the guidelines, Very open communication about integrity, Well trained legal staff (competent advice). 15Odorheiul Secuiesc, Nov. 2010

Inspection; security measures Transparency in the documentation, Predictability when it comes to the procedures (but not for our findings!), Quality standards (Procedures- and Executive handbooks), Inspection teams for “difficult customers”. 16Odorheiul Secuiesc, Nov. 2010

Discussion, examples What was the most important issue for you in this presentation? What is in your opinion the most important issue to prevent inspectors and permitters from threats to integrity? 17Odorheiul Secuiesc, Nov. 2010
