CHARACTERISTICS OF A POPULATION & HOUSING CENSUS Universality: covers 100% of the universe Simultaneity: enumerates the universe at a point in time Individuality: each member of the population is enumerated Periodic: is repeated at regular intervals 3

Stock-taking of the demographic and socio- economic characteristics (including housing and amenities) – At a macro-level (national) – At intermediate levels (provincial or other sub- national divisions of a country) – At micro-levels (small-area or local) 4

Allocation by population – Elections – (Re-)distribution of services and resources Tracks structural changes over time Permits policy makers to: – Identify (national/sub-national/local) socio-economic problems/objectives – allocate scarce resources toward issues that are deemed to require priority attention Allows (over time) an assessment of socio- economic progress 5

CENSUS STAKEHOLDERS Government – NSO is an arm of government – Provides the budget – Electoral process (Representation by population) – Demographic policies (fertility, aging, mortality, migration) – Social policies (education, language, ethnicity, gender, health, disability, etc.) – Economic policies (employment, labour skills, labour mobility, industrial structure, income, etc.) – Regional/Spatial policies (disadvantaged regions, high growth areas, urban/rural dynamics, characteristics of sub- national areas, etc.) – Provision of services 7

CENSUS STAKEHOLDERS cont’d Citizenry – Providers of the information – Better understanding of their situation relative to others in the country – Acquire statistical data to build support for requests for government action/attention – Over time, allows the public to assess how well government has performed (education, poverty, economic opportunity, etc.) 8
