* To make decisions on: de-delegation; funds for pupil growth; funds for falling roles; funding for certain LA statutory duties (frozen in 2013/14); funds for central early years expenditure; reductions in budget to fund central deficit. * To be consulted on: changes to funding formula; SEN commissioning; short-stay schools and alternative provision commissioning; early years provision; admin arrangements for allocation of central govt grants to schools via LA.

* There is no maximum or minimum size but the forum must not be “unwieldy”. * Schools and Academy members must make up 2/3rds of the forum. * “Academy members are there to represent the proprietor bodies of academies and are, therefore, not necessarily restricted to principals, senior staff or governors.” (DfE)

* Reviewed the strategic challenges facing high needs (e.g. SEN) commissioning. * Considered the main areas for Fair Funding Consultation next term. * Reviewed 2014/15 outturn balances for schools and clusters. * Clarified the use of de-delegated maternity leave funding. * Assessed its own role and effectiveness according to 2015 guidance.
