3 Compassionate Medical Cannabis Act “Charlotte’s Web ” Update Brief History: SB1030 was approved by the FL legislature and signed by the Governor June 18, 2014  Patients suffering from cancer, epilepsy or other medical conditions producing seizures  Allows patient and legal representative to possess & purchase low-THC cannabis  Creates standard of care

4 Compassionate Medical Cannabis Act “Charlotte’s Web ” Update  Creates registry for physicians, law enforcement and dispensers  Requires physicians to complete 8-hour course by FMA or FOMA  DOH will authorize five dispensing organizations 30 years in business Ability to grow 400,000 plants  Creates penalties

18 Proposed Ordinance  Corrections to Section 4 of Proposed Ordinance: Section 4. Moratorium Period. Except as set forth in subsection 4(b) of this ordinance, uUntil the effective date of an ordinance establishing new or amended land development regulations concerning Medical Cannabis Activities within unincorporated Orange County, or until May 23, 2017, whichever date is earlier, no development permits shall be issued for any Medical Cannabis Activities.

20 Action Requested  Make a finding of consistency with Orange County’s comprehensive plan, a finding that this proposed ordinance will not have a substantial economic impact on the development of land in Orange County, and adopt the proposed ordinance establishing a moratorium within unincorporated Orange County prohibiting any and all medical cannabis activities during the moratorium
