4 D O N OW : Analyze the following statement “As a law-enforcement officer, my fundamental duty is to serve humanity; to safeguard lives and property,; to protect the innocent against deception, the weak against oppression or intimidation, and the peaceful against violence and disorder; and to respect everyone’s constitutional rights to liberty, equality, and justice.” EQ: Do you believe that police officers have lived up to this oath throughout history? EQ: Are we progressing forward? Or stuck in the past? Why might this be the case?

7 S PECIAL D IVISION IN O PERATIONS U NIT Patrol : presence on the streets Detectives : investigates serious crimes; rape, murder, robbery, homicide, etc. Traffic : enforce traffic laws, accidents, keeping traffic moving Juvenile : dealings with young adults-children Gang : monitor gang graffiti, track gang members, infiltrate gangs, patrol gang areas, investigate gang related crimes, keep track of gang communications online.

13 D O N OW : Analyze the following statement “Community policing is a broad term generally meaning an approach to law enforcement that’s proactive instead of reactive. Cops walk beats, and become more of a part of the communities they serve. It focuses more on prevention rather than confrontation and aggression” -Radley Balko 2009 What is being said? How might this relate to current issues with relation to the police?

15 C OMMUNITY P OLICING Community Policing : Modern policing method to help alleviate tensions between communities and police departments 1. Strengthening the community People will care about what happens Community watch 2. “Broken windows theory” Finding out what bothers the community and resolving this issue “quality of life issues” Sending signals of neglect When a disorderly behavior is ignored, it leads to worse behavior and eventually more violent crimes 3. Problem-Oriented Policing Police not only respond to a problem, they discover a solution

18 C RITICS S AY …. Can the drop in crime be associated with the community policing tactics? You can only choose one of the methods, its too expensive to implement both. Community Policing costs more Is Community Policing more social work than solving crimes and making arrests?

Why might some police officers prefer working with departments that use community policing vs. proactive policing? What are the pros and cons of New York and San Diego’s methods to policing? Which type of policing would you prefer? Why?

20 C RIMINAL I NVESTIGATIONS

21 D O N OW : Investigations should approach the crime scene investigation as if it will be their only opportunity to preserve and recover… physical clues. They should consider other case information or statements from witnessed or suspects carefully in their objective assessment of the scene. Investigation may change course a number of times during such an inquiry and physical clues, initially thought irrelevant, may become crucial to a successful resolution to the case. -Department of Justice (2000)
