METHOD OF TERRORISM We will systematically attack the three main operations of the New York City water system: – The aqueducts that bring water into the city – The reservoirs that hold the water – The water pollution control plants

Timing of Attack The attacks will be simultaneous so that there will be not time to prevent us from carrying out multiple stages. All three phases of the attack – the aqueducts, reservoir, and control plants – will occur within minutes of one another One stage attack so that they have no idea what hit them

Execution Every drop of water within the city limits will be contaminated shortly after we complete all three phases of the attack.

Means of Attack We will destroy the three main aqueducts that bring water into New York City, New York as well as all fourteen water pollution control plants within the city using TNT We will also contaminate the two main reservoirs within the city – enough to effectively kill 95% of the population, leaving 5% of New York City in panic and forced to evacuate.

Strategy The reasoning behind our attack is to prevent detection of the contaminant placed in the reservoirs and prevent a washout of the contaminant from their systems By destroying their pollution control plants within the city, they cannot monitor any traces of the poison in the system By destroying the aqueducts that bring water in, they can not rinse the systems of the contaminant

Attacking Water Pollution Control Plants 14 Plants in NYC Each monitors a different region of the city’s water supply We will destroy all 14 in unison with the aqueducts using TNT explosives

Contamination Before Treatment We will place substantial doses of contamination in the Hillview Reservoir and the Jerome Park Reservoir Majority of water in NYC passes through these two reservoirs after leaving the Catskill/Delaware and Croton Watersheds

The Equipment Contaminant: Naegleria Fowleri – There is no registered lethal dosage so we will use 1.5 µg per person New York City Population: 8.5 million people – 8.5 million people x 1.5µg = 12.75 g of Naegleria Fowleri – $1,000.00 per µg = $6.375 billion TNT Payload Required: 17,000,000 lb of TNT explosives for 3 aqueducts and 14 water pollution control plants – $18 per lb of TNT – 17,000,000 lb x $18 = $3.06 billion Total Cost: $9.435 billion

Limited Options Using a virtually undetectable contaminant such as Naegleria Fowleri makes our goal even easier When the aqueducts and water pollution control plants are eliminated, they will be left with two options: 1)Evacuate the entire city 2)Manually test the water using pH tests and attempt to stay in the city and drink the water from reservoirs and bottled water

Option 1 - Evacuation It is impossible for New York City to evacuate everyone in one day. – Even if every single road was turned into a one way road leaving the city, it would take roughly a month to evacuate all 8.5 million people – This means that 127.5 million water bottles would be needed to support the NYC population during the month long evacuation process – This is impossible due to the limited number of water bottles within the city

Option 1 - Evacuation The average American consumes about a half a bottle of water each day Even if the city managed to pull off a 24 hour evacuation, 4.25 million bottles of water would have been needed – And that’s if each citizen only drank a half of a bottle which is unlikely – Meaning some will be forced to drink the contaminated water

Option 1 - Evacuation Those who drink the contaminated water will instantly experience fever-like symptoms, which is enough to incite panic across the city once the news catches wind of the infected. Soon after, people will begin to die.

Option 2 - Staying Assuming ideal situations occur, and each citizen stays and only drinks a half a bottle a day, by day two, the city will run out of bottled water, forcing the population to drink the contaminated water – which has thus far gone undetected due to the lack of pollution control plants Within 3 days, the entire population will be displaying fever-like symptoms

Option 2 - Staying The suggested intake of water while running a fever is 10 bottles a day. Assuming everyone in the city runs a fever and requires water, that would be over 80.75 million bottles of water a day – IMPOSSIBLE TO SUPPORT At this point, those who have gone untreated for their symptoms could have already died, and those receiving average care may have fallen into a comma by this stage due to the side effects of the contaminant

Relevance and Realistic Possibilities Much like we see in today’s media, tragic and devastating events such as this are taken advantage by looters and rioters Within a day of the contamination, rioting and looting will probably ensue, increasing panic levels, and decreasing the rate of survival

Rioters Many riots ensue due to the lawless nature during a state of emergency It is seen by criminals as a free for all Given the circumstances, we can assume that deaths will occur during the rioting, further increasing our death toll

Looters Those who join the festivities just to get free stuff, will likely hit the grocery stores in a situation such as this, quickly depleting all sources of uncontaminated water, which leaves most of the population forced to drink the contaminated water.

Uncontaminated Water To support the population of NYC for three days, 242,250,000 bottles of water would be required… just for consumption purposes – This does not include water necessary for hygiene purposes such as: Cooking Bathing Brushing teeth Etc.

Mission Objectives 3-4 days after consumption of the bacteria, the victims will fall into comas 3-4 days after being in a coma, the patients will die There is a 95% mortality rate If all goes well, within 7-10 days, only 5% of the residents of New York City will remain, leaving them and the rest of the country in a disbelief and fear
