2 Presentation Objective To provide background information to participants as a way of refreshing their understanding about the log-frame so as to facilitate easy-filling of the project templates (new and on-going project templates); and To highlight and address technical challenges related to the filling of the templates 2

3 Challenges Poor logical relationships across the hierarchy of objectives in the log-frame- implying poor design of projects; Indicators measuring progress of wrong elements; No guarantee for achievement of project purpose Expenditure on items that cannot generate desired outcomes, therefore, a waste of scare resources 3

12 CONCLUSION Understanding log-frame approach and log-frame Matrix is key to project success; The Matrix provides, among other things, information for M&E; It helps to understand the interdependence of the various components of the project; “Activity” is a unit of costing- it must be clearly defined so as to do proper costing of the project; At a glance, it provides the Project Manager with information as to whether project is well designed to achieve its purpose or not; It is therefore a MUST in all government projects 12
