1 UN Women & Japan Regional Conference on Gender and Disaster Risk Reduction UN Women

2 Overall objective To identify practical measures for substantive integration of gender equality and women’s empowerment in disaster risk reduction taking into the differential impacts and abilities of different gender groups.

3 Objectives Identify key measures for effective implementation of the gender responsive Sendai Framework for DRR Share knowledge, experience and best practices from national governments, organizations and researchers from their work in Japan, Nepal, Vietnam, Vanuatu, and other countries in the region Create a network where the voices of men and women from the field can be shared with policy makers and decision makers at the national level, i.e., a community of practice

4 Date and Location 11-14 April 2016 3 day conference in Ha Noi 1 day field visit in a commune in Nam Dinh or a province nearly to showcase women leadership in CBDRM

5 International participants Government participants – 15 countries: Thailand, Pakistan, Afghanistan, Cambodia, Myanmar, Laos, Nepal, India, Bangladesh, Sri Lanka, Philippines, Indonesia, China, Japan, Timor Leste, Vanuatu, Samoa and Fiji. – ministerial level of the disaster management – expects Ministers from Viet Nam, Japan, Nepal and Vanuatu. – Representatives from government women’s machinery and gender equality

6 International participants UN participants: 15 UN Women and other UN offices in the Asia and Pacific region Participants from research institutes, networks, NGOs and individual experts: Gender and Disaster Network (GDN), Global Gender and Climate Alliance (GGCA), Japan’s Women DRR network, Women’s Environment and Development Organization (WEDO), Women Organizing for Change in Agriculture and NRM (WOCAN) and Global Network for Civil Society Organizations on Disaster (GNDR). Self funded participants.

7 National participants Participants from ministries who are members of the National Committee for Disaster Prevention and Control. Participants from disaster management and gender equality departments at provincial and communal level from some provinces in the country. Participants from UN agencies and development partners in Viet Nam Participants from international and local NGOs working on DRR and gender issues. Researchers, practitioners Community people (women, men, children…) who are experience disasters

8 Day 1-Setting the Scene Introduction to Day: the sessions on day one are aimed at bringing the workshop participants on the same page. The conference expected to draw in a wide range of experts on disaster risk reduction, gender equality, community based organisations, climate change adaptation, as well as community members, donors, and academics. This session will provide an introduction to DRR and gender themes in order bring all experts to the same level. Specifically, the sessions will explain the Sendai Framework for Action (SFA) and its priorities, the steps Asia-Pacific region has taken on the SFA since its adoption in March 2015, the gender equality issues facing the region in respect of disasters and the progress to date.

10 Day 2- Gender and DRR Progress, Best Practices, and Challenges Introduction to Day 2: The sessions on this day move the discussion of yesterday beyond the basic understanding of where the region is at in relation to the Sendai Frameworks for Action and Gender equality. It dives deeper into the gender and DRR challenges, experiences, and best practices that the region can learn from moving forward. It also broadens the scope to bring in other emerging complex but relevant issues, such as climate change and high risk social groups, that could make the implementation of DRR and gender equality a challenge for the region. Each session will have guiding questions in order to focus the discussion but also to enable the drawing of practical and specific recommendation to facilitate the discussions and identification of priorities for the region on Day 3.

11 Morning Understanding Risk- Gender and Disaster Data collection, analysis, use and management Gender Equality and DRR Governance Launch of the research from regional and Viet Nam on gender in DRR Disaster Response- gender and humanitarian Action and Post- disaster Recovery/ Disaster Early Warning, traditional and indigenous knowledge Women’s Leadership and Participation in DRR Afternoon Climate Change- Gender and DRR in the context of changing climate High Risk Groups- children, disability, ethnic minorities etc. Social complexities: Gender, disasters, migration, early marriage, gender based violence, etc. EveningSide events: films, talks, exhibitions, etc.

12 Day 3 Moving Forward- Beyond the Rhetoric Introduction to Day 3: the final day will focus on identifying specific priorities and actions that are needed in order for the region to make substantive progress in implementing the gender equality and women’s empowerment through disaster risk reduction in the region. The session will identify key recommendations that need to be implemented at the regional level, national and provincial levels, as well as within communities. The conference will also identify critical avenues for ensuring political commitment to these recommendations at all levels, especially by linking them to already set regional and national DRR activities in 2016 and beyond.

14 Day 4: Field Visit to one of UN Women and Viet Nam Women’s Union DRR Project Introduction to Day 4: The field visit will enable the government of Vietnam and UN Women to show-case success example of how promotion of women’s empowerment and leadership in DRR can be achieved. A number of selected participants will spend about five hours of this day visiting selected location(s) where they can learn and ask questions on successes and challenges.
