Background – SEAP 3/5  On February 21, 2014 the Royal College Council approved a new examination program and Affiliate category for these international physicians who are not eligible for Royal College subspecialty certification  For Internationally trained physicians who: Do not have Royal College certification in a primary specialty Are enrolled as clinical fellows in programs whose content duplicates that of accredited Canadian subspecialty residency programs
