1 Request for Proposals (RFP 15-16-222) Community Development Block Grant (CDBG) Public Service Program Pre-Proposal Conference Thursday, August 18, 2016 Department of Housing & Community Development

2 CDBG Funding Allocation Public Services - social service activities in the community that benefit low- to moderate-income residents. Public Services cap - 15% of the City’s annual CDBG allocation $95,000 allocated for public service RFP for FY 2016/17 Includes $15,000 for pilot program for at-risk youth Grant request- minimum $10,000 per activity/ Maximum $50,000 per activity Community Development Block Grant (CDBG) Program $784,314 Public Services $117,647

3 Funding for Pilot Program A maximum of $15,000 of funding has been set aside for an innovative program that will help facilitate reducing recidivism and/or increasing employability skills of at-risk youth and that integrates family/caretaker involvement. At-risk youth will be defined as a youth between the ages of 12-17 that has been in contact with the criminal justice system. Goal is to reduce juvenile recidivism and are aimed at preventing and diverting youth from deeper involvement with the juvenile justice system. Serving 5-15 youth served.

4 Funding Priorities/ Eligible Costs Eligible public service activities - 24 CFR 570 Subpart J. Based upon findings derived from a comprehensive community needs assessment process set forth in the City’s Five Year (2015-2020) Consolidated Plan, only programs that fall into one of the following categories will be considered: Programs for crime prevention and public safety programs (such as neighborhood watch programs); Homeless services with an emphasis on mental health and/or substance abuse treatment Vocational and/or apprenticeship programs Programs that target at-risk youth (youth counseling, after-school programs, youth employment services, summer programs, mentoring programs, youth recreation programs) Eligible costs include labor, materials, supplies, some operating and maintenance costs for the portion of the facility in which the public service is located, and equipment necessary for the provision of the public service.

5 Compliance with National Objectives Public Service activities under this RFP must meet the one of the National Objective, as described below: Area Benefit Activities- As defined by 24 CFR 570.208(a)(1)(i), an activity, the benefits of which are available to all the residents in a particular area, where at least 51 percent of the residents are low- and moderate-income persons. Based upon census tract.570.208 Limited Clientele Activities- As defined by 24 CFR 570.208(a)(2)(i), an activity that benefits a limited clientele, at least 51 percent of whom are low- and moderate-income persons. Examples include, among others: public services for the homeless; services for the elderly; child care; services for at-risk youth, housing counseling; services for the disabled; and job training.

6 Required Forms and Agreements CDBG Public Service Agreement - Formal agreement with the City establishing the terms and conditions for receipt of such funds (sample is provided in the RFP) Monthly/ Annual Reports – such reports will document the number of clients; the associated demographic information; records evidencing eligibility; etc. (standard form will be provided by the City) Intake Form/Application - forms to be used by the agency/organization for the documentation of clients served. (standard form will be provided by the City) Monitoring - reserves the right to perform at least one (1), or as deemed necessary, comprehensive review monitoring review

7 RFP Review/ Selection Criteria CDBG funds are awarded on a competitive basis and there are often more applications than funds available. To ensure fair and equitable access to all eligible applicants, the City will consider the following elements when evaluating the proposals: Activity need and consistency with Consolidated Plan priorities Outcome Measures Financial Soundness Capacity and experience Additional considerations will include: Procedures and Reporting Collaborations Experience managing CDBG or HUD Federal Projects Presentation Note: FY 2016-2017 only 4 will be chosen which includes the pilot program. The agency/ organization who receive funds in year one are not guaranteed future funding. Future funding is dependent on many factors, including need and performance.

8 Proposal Instructions Section 1 - Application Documents. Three (3) pages (attachments included in RFP) – Project Application – Budget Information Form – Personnel Budget Detail Section 2 – Project Narrative: In narrative form, describe the all requested information that will explain and clarify the specifics of the service. Seven (7) page limit Section 3 – Other Forms and Attachment: Complete required forms and attachments as applicable to the proposed program for which funds are being requested, unless otherwise indicated. Note: If agency is selected the City agency will be required to execute documents including but not limited to conflict of interest affidavits, Certification Regarding Lobbying, drug free work place affidavits, etc.

9 Friendly Reminders There will be no more than 4 non-profits selected this program year. Be creative and innovative. Outcomes are important so please ensure realistic outcomes: Don’t over/under estimate your numbers. We will be holding you to the outcomes/goals you set forth. There is a penalty that will not exceed 5% of total contract if outcomes are not met. Selected Nonprofits have only 2 opportunities to make changes (addendums) to contract; None can be made after July 2017. The contract is on a cost-reimbursement basis. This means that you will need to have the related cash on hand to make all payments related to the program, programmatic, and operational costs. RFP is due in our offices by September 1, 2016 by 3pm. One (1) original and three (3) copies and one (1) electronic copy in a readable electronic format
