Youth Offendin g Young People have to go through many doors Professionals can just sit behind them Police CAMHS Social Worker Educatio n Leaving Care Health Substanc e Misuse Journey of young people with multiple vulnerabilities Right support, right time, right place, right results – changing lives! And we still wonder why we don’t get better outcomes!

Right support, right time, right place, right results – changing lives! Rethinking care for adolescents What is NWD? Integrated model of care placements, outreach, services and support for complex adolescents Why do things differently? Multiple vulnerabilities/risk taking = multiple placements & hand offs between services How are we doing it? Multi - agency team & ‘stickability’ up to 25 Prevent care, in care, across care and out of care

Stick with “ Diversity of level & complexity of need needs a planned intervention not a crisis response. NWD provides stability, skills and support when needed, to successfully manage these difficult transitions; adolescence to adulthood” Spring Consortium Innovation Programme Risk manage d Embed roles Positive relationshi ps Believe in yp Own carers Right staff Right culture How we developed No Wrong Door “It’s much better than I thought it would be - I can’t think of anything my keyworker could do better…” “knowing that the staff will be there after I turn 18 makes a big difference & I know they will because I have seen it happen with others” 2 NWD young people Built on what we know works High aspirations for young people Theory of change based on key outcome aspirations Great leaders

Right support, right time, right place, right results – changing lives! Objectives Examine the functions of No Wrong Door (incl. service description, aims and delivery) Identify strengths and weaknesses of the service Measure change in: accommodation stability (e.g. reduced placement and accommodation breakdowns, re-entries into care); engagement and achievements in EET; reduced criminal activity and high risk behaviours (e.g. substance misuse, going missing, teenage pregnancy); relationships with others; planning of transitions from care to independent living; support in a crisis; and wellbeing Explore whether and how the relationship between the child or young person and their key worker has continued throughout their journey Examine cost effectiveness and value for money
14
Right support, right time, right place, right results – changing lives! Right support, right time, right place, right results – changing lives! Emerging findings Benefits to both NYP and NYCC associated with the NWD police roles Development of intelligence Single point of contact Early identification of risks Increased partnership working to maximise the use of data Costs avoided

Right support, right time, right place, right results – changing lives! Edge of Care Cost Calculator for Children’s Services Build on a programme of research being carried out by CCFR since 2000 Development of conceptual framework and methods to link costs of interventions to the needs and circumstances of children and their outcomes Child as the unit of analysis Longitudinal perspective Variations Complexity of practice

Right support, right time, right place, right results – changing lives! Time use activity data provided by children’s social care personnel Salary data for each type of children’s social care personnel involved in the 8 processes Organisational overheads (running costs) finance data for the children’s social care service Cost calculator tool Unit costs for the 8 processes for looked after children (includes standard case costs and variations) Child level data (needs, placements and outcomes) Finance data (placement fees and allowances) Unit cost reports for individual children, groups of children or by placement type Process unit costs of 8 cost calculator processes for looked after children Analysis of social care costs by outcomes 'What if' analysis to explore the costs of providing alternative placement types
