2 3 Ways to Obtain Medicaid Coverage for a Newborn Hospital Presumptive Eligibility (HPE) 1184 Process Maryland Health Connection (MHC)

3 Hospital Presumptive Eligibility (HPE) Check EVS-- If mother doesn’t have active Medicaid but appears to be eligible for Medicaid, enroll mother and newborn through the HPE Portal. HPE can provide up to 2 months of coverage. After HPE is complete, mother must be assisted in applying for Medicaid through Maryland Health Connection for her and her newborn.

4 1184 Process Check EVS to determine if mother is currently eligible for Medicaid. If mother is eligible, enroll newborn through the 1184 process. Newborns of X02 mothers are entitled to receive the 1184 process. Complete the 1184 ASAP! The WEB PORTAL is the best way to activate coverage.

5 1184 Process and MA Numbers The 1184 process will assign a temporary number to the newborn. The temporary number remains active for a year or until a permanent number is assigned by MHC.

6 1184 Process and MCO Enrollment Newborn is automatically enrolled in mother’s Managed Care Organization (MCO). Mother has the option to change newborn enrollment if the baby is not hospitalized and there is a ‘good cause’ reason. If mother is not in an MCO, an enrollment package is sent to her.

7 Maryland Health Connection (MHC) Some newborns receive coverage through MHC if the 1184 process is delayed. Ask if mother has already added the newborn(s) through “report a change”. The 1184 should not be completed if the newborn (s) is already eligible for Medicaid. After the 1184 process is completed, the mother should be advised to add the newborn to her case through the consumer portal. If assistance is needed, mother can contact the Local Health Department in her county of residence.
