The audience Residential and nursing home providers – have been developing extra care describing it as ‘close care’ or ‘assisted living’ Local authority and health commissioners – to understand how they can support and enable private and not for profit providers to diversify and extend the range of existing provision

Context and Trends Ageing population with a capital asset Changing government policy – moves towards joined up services, prevention and involving older people in service design and delivery Housing & care market is changing – more services into people’s own homes, growth in leasehold provision, decline of some sheltered housing, growing interest in extra care, new services such as telecare

Key messages Residential care = care plus accommodation Extra care = well designed accommodation & care on site Residents can choose who to purchase care from Philosophy of independence, enablement and choice

Legal & regulatory framework Tenure – rent, leasehold, shared ownership Leasehold – ARHM Code of Practice Rent – Housing Act 1988 Service charge – gardening, window cleaning, emergency call system Personal care – CSCI – self purchased by residents or commissioned by social services Consulting & involving residents

Local commissioners Local authority housing, social services & PCT’s Fair Access to Care (FACS) – access to public sector funding for care SP – access to funding for support Housing Benefit Commissioning strategies – do they exist and do they include leasehold/private sector models? Are there opportunities for funded partnerships for buildings and services?

Benefits for commissioners Additional extra care units without the use of public grants & subsidies Quicker development Care home owners may already have land Providers have experience of delivering care and existing workforce Familiar with CSCI Known to local care managers & commissioners

Drawbacks for commissioners Care home providers may need help with the following: Understanding extra care philosophy and national & local policy agenda Extra care and PI’s Buildings design, philosophy & service model Planning requirements Publicising a new development Workforce competencies
