1 Brief overview of Jobsplus services

2 Work Exposure Scheme  Duration of 12 weeks  Participant is to report to the place of work for an average of 20 hours/week.  The on-the-job training will take place at the employer’s premises with whom the trainee is placed.  Participants are paid a training allowance upon participation in the Work Exposure Scheme; this grant is calculated on the national minimum wage.  Generic telephone numbers: 22201 635/636/637/638

3 Traineeship Scheme  Traineeships are based on the dual system of vocational training providing a combination of on-the-job and off-the-job training.  The duration of a traineeship is determined by the content of the theoretical programme and the hands on training required to meet the objectives.  The duration of a traineeship varies between 10 to 26 weeks, on an average of 40 hours/week.  The theoretical tuition will be delivered by Jobsplus at its training complex and/or by any other approved entity whilst the on-the-job training will take place at the employer’s premises with whom the trainee is placed.  The classroom training programmes are recognised by the NCFHE and pegged at respective levels with the Malta Qualifications Framework (MQF). In turn their classification level obtained depends upon the area of study.  Participants are paid a training allowance throughout the traineeships, which is calculated on the national minimum wage.

4 Access to Employment (A2E)  The A2E Scheme provides employment aid to enterprises in Malta and Gozo to promote the recruitment of the more challenged amongst jobseekers and inactive persons  There are 8 different target groups eligible for this EU funded scheme (check out list of target groups on Jobsplus Website)  Employers who engage eligible individuals shall receive a subsidy of €85 per week per new recruit for 26 weeks, 52 weeks or 104 weeks, depending on the target group.  In the case of registered disabled persons, a subsidy of €125 per week for a maximum of 156 weeks is provided.  The A2E Scheme is co-financed by the European Social Fund, the Maltese Government and employers.

5 Customised Automailer  Mass outreach through Automailer is offered to employers. Customised advertising of a vacancy is sent out to all Jobsplus website clients on our database (approx. 15,500 persons).  Automailer could also promote specific Open Days the employer would be organising  The Automailer is processed by the unit’s manager  Contact us on: wilma.plaehn@gov.mt

6 EURES  EURES stands for European Employment Services  The aim of EURES is to facilitate mobility within 32 member states that participate  Provides assistance to both jobseekers who want to relocate for work and employers that would like to recruit workers from other EU countries  The human network of 1000+ advisers is a great strength of this collaboration

14 Labour Market Test  Assessing the Situation of the Labour Market  Checks on the Employer  Staff lists; Staff turnover and redundancies;  Trading licence; Licences to operate in particular industries such as betting companies;  History of any illegal employment;  Business plan; Memorandum and Articles of Association; Audited Accounts;  Menus and number of covers; Sites of work; Copies of service contracts;  Participation in recruitment exercises.  Checks on the Applicant (TCN)  Employment history;  Reference letters; Qualification validity and accreditation;  Health clearance; Approval from various stakeholders, such as KMS, MEDE, ITS etc.  Warrants, certificates and approval from regulatory body (for regulated professions);

15 Vacancy Requirement  The Employer is required to:  advertise the Job with Jobsplus; AND  advertise the Job (at least twice), in the appropriate local media, OR  advertise the job through a Private Recruitment Agency  Occupations exempt from the Vacancy Requirement  Health Related Professionals  Technical & Building Professionals  IT, Finance and Education Professionals

16 Labour Market Test - Exemptions  EU nationals who are subject to transitional arrangements and who have been in active employment for more than one year;  Managing Directors, Chief Executive Officers and General Managers;  Occupations for which salary offered is of €80,000 per annum or higher;  Sportspersons and coaches;  Entertainers, musicians and crew members on film productions;  Student workers in their second year of studies and recognised as students under LN 29 of 2008.
