Regional Haze Rule: Wyoming submitted our section 309 SIP in December 2003 Included participation in a “Backstop” SO2 Trading Program for controlling stationary source emissions under a set of milestones –As long as the emission totals from the designated program participants (100 TPY SO2 emitters) in the five states stayed under the milestone for any particular year, no further regulatory control was required
