Approach Creation of DI-06-09 Steering Committee: CSA, UNOOSA, CEOS, ESA, UNOSAT, IGOS, Geo Secretariat Steering Committee has created two sub-groups: User Working Group (David Stevens, UNOOSA): will compile list of available documents for roll-up into user requirements report, and draft user report Constellation Definition Working Group (Guy Seguin, CSA): will examine preliminary user report, propose specific architectures to meet needs and draft a timeline for implementation DI-06-09 Steering Committee will draft recommendations for implementation based on reports of each sub-group.

Timeline March: kick-off telecon (12 th ) and compilation of background materials April: second Steering Committee telecon (26 th ), circulation of background documents (week of 30 th ) May: 1 st group-wide telecon (May 9 th ); circulation of user report outline and presentation of status to ADC (mid- May);circulation of 1 st draft of user report (end May); June: Third Steering Committee telecon (4 th ) Initial definition of constellation architecture (week of 11 th ); User sub-group meeting Vienna (14 th ) Mission definition sub-group meeting at ESRIN (18 th ) & report to DA- 07-03 September: Reports of sub-groups; Steering Committee meeting to review and discuss recommendations; review of possible demonstration (5 minute video) for presentation at Ministerial Conference or parallel venue
