Attract and retain successful, growing businesses Grow identified key sectors Skills A culture of enterprise in our school, college and university leavers Businesses that know their future skills needs and invest in their people Integrated education and skills sector which delivers for the economy and business Connection Integrated and improved transport infrastructure Broadband coverage and speed that matches the best in the UK A planning system that delivers efficiently and consistently for business Gloucestershire Stronger Safer Justice Commission Reduce the harm caused to victims, perpetrators and their families resulting from domestic abuse. Reduce the harm caused to victims, their families and communities by illegal drugs and the misuse of alcohol. Reduce the harm caused to victims of criminal and antisocial behaviour through hatred, intolerance or prejudice, which is directed at a person because they are different, whether that be because of their race, sexuality, any form of disability or some other personal and individual characteristic of that person. Reduce the harm caused to victims and communities as a result of antisocial behaviour either through preventative / diversionary activities or through enforcement work. Gloucestershire health and wellbeing strategy Starting well Reduce the numbers of pregnant women that smoke Increase the numbers of young children who eat well and maintain a healthy weight Reduce the numbers of children living in poverty Developing well Increase the numbers of young people who eat well, are physically active, maintain a healthy weight, do not smoke, do not drink alcohol or drink within safe limits, do not use drugs Increase the numbers of young people that are in education, employment or training Living well / working well Reduce the difference in life expectancy between the least deprived and most deprived populations Increase the number of adults who eat well, are physically active, maintain a healthy weight, do not smoke, drink within safe limits, do not use drugs Improve the sexual health of young people (15+) and adults Reduce illness & early deaths, & reduce the deprivation gap, for cancers, CHD, stroke, COPD, diabetes, liver disease Reduce levels of self harm and suicide Ageing well Continue to improve identification and management of dementia, including the support given to carers Reduce the number of hip fractures among people aged 65 and over Reduce the numbers of excess winter deaths among people aged 75 and over Police and Crime Commissioner Accessibility and accountability – Getting the right resources to the right situation or problem first time, every time, on time & dealing with the matter appropriately & effectively. Older but not overlooked – Older people need to feel and remain an active part of our communities whether they live in their own homes or are in residential care. Young people becoming adults – We need sensitive, relevant and effective policing to ensure our young people become law-abiding, productive members of society. Safe days and nights for all – Gloucestershire has a strong night-time economy but it needs to be better managed, with alcohol related crime and disorder being reduced. Safe & Social driving – People should be able move around our communities in safety and with as much ease and convenience as possible. Children and Young People’s Partnership Plan We will work well together to provide right and timely effective intervention for vulnerable children and families as early as possible Our vulnerable children and young people will ‘enjoy the best start in life Our vulnerable children and young people will be enabled to ‘maximize their capabilities and have control over their own lives Our vulnerable children and young people will be ‘safe from injury, exploitation and harm County-wide Priorities

2 Priorities identified by Positive Participation & Positive Lives Partnerships We will work to reduce the negative effects of poverty on vulnerable children, families and adults We will work to reduce the harm that drugs and alcohol causes within communities, families and to individuals. We will work to identify and support vulnerable people living in private rented sector accommodation We will work in partnership to reduce risks to young people from excess alcohol and substance misuse, unemployment, and unhealthy lifestyles through enabling access to a diverse range of good quality community-based advice and support We will work in partnership to reduce risks to older people from dementia and social isolation through helping to create communities that are more caring to older people. We will work in partnership to tackle any significant / emerging crime trends such as domestic abuse, violent crime, acquisitive crime hate crime, and anti-social behaviour We will inspire more people to get actively involved in their communities so that we co- create stronger, safer, healthier and more resilient communities across the whole borough that are also tackling the priority issues identified above.

Support efforts to create a culture of enterprise in our school, college and university leavers Support the work to create an Employment and Skills Forum that will co- ordinate local activities and agree priorities Support efforts to develop planning strategies that meet the needs of businesses and the economy Work to ensure that we maximise the benefits of arts and culture activities in Cheltenham to support the economy Strengthen links to reducing alcohol related violence associated with night- time economy and ASB related to driving
