2 National Pollutant Discharge Elimination System Permit Official Title: Water Quality Order No. 2013-_____-DWQ National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS____________, Waste Discharge Requirements for Storm Water Discharges from Small Municipal Separate Storm Sewer Systems (MS4)(General Permit) Adopted February 5, 2013. Permit Number has yet to be assigned.

3 National Pollutant Discharge Elimination System Permit Subject Permit replaces Permit Water Quality Order No.2003-005-DWQ, NPDES General Permit CAS000004 Which was issued on April 30, 2003. This permit was the first time Sausalito storm water discharges came under regulation of the Federal Clean Water Act ant the California Porter-Cologne Act.

4 National Pollutant Discharge Elimination System Permit Since the early 1990’s Sausalito had been partnering with Marin County and other Marin Municipalities to respond to new regulations. The Marin County Stormwater Pollution Prevention Program (MCSTOPPP) formed from that partnering effort. The 2003 Permit required the City to prepare a Stormwater Management Plan to control storm water discharges and to improve water quality.

5 National Pollutant Discharge Elimination System Permit MCSTOPPP develop a countywide-Stormwater Management Plan called “Action Plan 2010”to control storm water discharges and to improve water quality. It was completed and went into effect on July 1, 2005 Predecessor organization to MCSTOPPP prepared a “Baseline Urban Runoff Control Plan” to enable to the levy and collection of fees for the new State and Federal unfunded mandates. The effort developed the Clean Stormwater Fee based a model ordinance which became Sausalito Ordinance 1111 which was adopted in July of 1995.
