M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 30: External Relations Chapter 30: External Relations Legal base Stabilization and association Agreement between the European Communities and their member states on the one part, and the Republic of Montenegro, of the other part ( Official Gazette of the Republic of Montenegro no 7/2007) and (1/5/2010) Interim Agreement ( 1/1/2008) SAA has been implemented in Customs tariff of Montenegro Implementation of SAA is done in accordance with the dynamics of the Agreement

M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 30 : External Relations Free trade agreements Besides SAA, Montenegro also concluded and implements following agreements: - FTA with Russian Federation (Official Gazzette of Montenegro no 1/2001) - CEFTA Agreement (Official Gazzette of Montenegro no 18/ 2007) - FTA with Republic of Turkey (Official Gazzette of Montenegro no 3/2009) - EFTA Agreement (Official Gazzette of Montenegro 8/2012) - FTA with Ukraine (Official Gazzette of Montenegro 8/2012) Regional Conventon on Pan-Euro-Med preferential rules of origin (entered into force 1/9/2012 in Montenegro) Chapter 30: External Relations

M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 30 : External Relations Customs tariff The goods that is imported to the customs territory of Montenegro is subject to the customs duties at rates and amounts prescribed by the Customs tariff Customs tariff of Montenegro derives from the Harmonized System and it is fully harmonized with the EU Combined Nomenklature Harmonization of Customs tariff is being done every year for the following year Chapter 30: External Relations

M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 30 : External Relations Quotas Customs tariff of Montenegro acknowledges only customs quotas for specific agricultural-alimentary products established by the Interim Agreement on trade and trade related matters between the EU and Montenegro and Free Trade Agreement between Montenegro and the Republic of Turkey Monitoring of usage of quotas is being done through the Customs Information System of the Customs Administration. The principle “first come” – ”first serve” is applied forthe usage of quotas. Chapter 30: External Relations
