Requires all LG’s in Falls Watershed to implement stormwater programs for new development activities. Programs address the following rule requirements: Post-construction runoff N & P rate targets Land disturbance thresholds Onsite treatment criteria Peak flow match (1-year 24 hour storm) Compliance with existing Neuse Buffer Rules 5

January 2011 – Effective date of rules March 2011- EMC approved model program August 2011 - LG submitted local programs to DWQ for review January 2012 - DWQ Makes recommendations to EMC July 2012 - LGs adopt and implement local program 7

All 14 LG’s submitted programs for approval Four local governments used consultants Three are using the model ordinance intact Eleven have incorporated model ordinance language into existing ordinance or UDO Fully adopt / implement by July 2012 City Of Durham and Raleigh already implementing 8

Request approval of the 14 Falls Lake Local government new development stormwater programs Hillsborough & Creedmoor: Approval contingent upon receiving updated UDOs. Request delegation of Authority to the Director to grant final approval: Conditionally approved programs Future program amendments 12
