2 LRTAWA Annual ConferenceHeavy Vehicle Services - 2016 2 Main Roads is working with Local Governments to establish an efficient and sustainable Strategic Road Freight Network (SRFN) The SRFN will be a network of roads carrying the bulk of road freight movements across the state This Network will be implemented and achieved through a number of strategic activities, including: –identifying, developing and protecting a strategic road freight network in WA; –managing the ‘last mile’ of freight journeys; and –introducing innovative, high productivity RAVs.

3 LRTAWA Annual ConferenceHeavy Vehicle Services - 2016 3 Implementing a process to ensure Local Governments can provide timely and consistent responses to applications for ‘local access’ In conjunction with Local Governments, identifying which roads will be approved for ‘local access’ only and applying appropriate conditions to manage use of these roads Continuing to introduce high productivity RAVs approved under the WA Performance Based Standards (PBS) scheme Working with industry and Local Governments to identify and upgrade priority routes to accommodate higher productivity RAVs

4 LRTAWA Annual ConferenceHeavy Vehicle Services - 2016 4 Applications for network access submitted directly to Main Roads Main Roads will obtain written support from the road owner Support from the road owner should be provided within a 4 week timeframe No change to the current process of Local Governments i.e. undertaking preliminary assessment to ensure no obvious deficiencies, such as road widths, grades, stacking distances and sight distances

5 LRTAWA Annual ConferenceHeavy Vehicle Services - 2016 5 HVS consulting with Local Governments on proposed changes Information sessions across the state for industry and Local Governments Education and support will be provided to Local Governments to ensure required assessments can be completed HVS will work closely with CEO’s and Works Managers to achieve best outcomes

6 LRTAWA Annual ConferenceHeavy Vehicle Services - 2016 6 Route assessments are required when: –access requested for new / different type of vehicle; –new roads requested to be added to network; and/or –different level of access requested for a road on an existing network. Route Assessment Guidelines have been developed based on vehicle performance characteristics.

8 LRTAWA Annual ConferenceHeavy Vehicle Services - 2016 8 The route assessment process includes conducting physical (on-site) route assessments. HVS, Main Roads Regional Offices, Local Governments and Consultants conduct the route assessments.

9 LRTAWA Annual ConferenceHeavy Vehicle Services - 2016 9 Considers factors such as: –Road width –Gradients –Overhead clearances –Swept paths –Stacking distances –Bridge assessments Investments in software and aerial imagery

10 LRTAWA Annual ConferenceHeavy Vehicle Services - 2016 10 Swept Paths for all turns to ensure the vehicle will not encroach on verges, footpaths and oncoming traffic.

12 LRTAWA Annual ConferenceHeavy Vehicle Services - 2016 12 Stacking distance is measured where a railway crossing is adjacent to an intersection to ensure the vehicle will not obstruct the railway line or the through-road.

13 LRTAWA Annual ConferenceHeavy Vehicle Services - 2016 13 Bridge assessments are conducted to ensure the bridge is suitably rated for the mass of the proposed vehicle.
