Intermediate Users EARSC @ DI4R 2016 – Krakow – 29 th of September 2016

New Opportunities New digital services built on big data Open data from public sources opening vast new application possibilities Global market for geospatial services where EO plays a key part. Threatened by: Strong commercial data supply from US suppliers underpinned by US policy (CIBORG). Entry of IT players into the geospatial market Emerging VA and geospatial players encouraged by US government outsourcing. Barriers! Industrial access to the Copernicus data and information Fragmentation of the industry driven by national approaches Public sector role in delivery of the services conflicting with industry (mission creep) EARSC @ DI4R 2016 – Krakow – 29 th of September 2016 Strong European capability: Copernicus, national programmes, IT skills and capabilities a strong and competent industry delivering EO products and services Excellent science base (ESA 2016 Living Planet symposium provides good example)

What percentage of the market is for fully automated web-services? Evolving Market for Services Views of EO Service companies responding to the MAEOS stakeholder consultation EARSC @ DI4R 2016 – Krakow – 29 th of September 2016

1.European fragmentation leads to the risk that IT platforms can dominate other business models 2.Move towards services changes even existing markets; Public sector procurement of services not infrastructure – “buy the outcome not the process” 3.Importance of the public sector role as the market develops Anchor tenancy Technology sponsor Development of the public sector need and market Avoid competition from public sector !!! 4.Roles of the EU and of MS? European approach is difficult whilst national approach is insufficient. Evolving Market - Issues EARSC @ DI4R 2016 – Krakow – 29 th of September 2016

EARSC Position Paper (Feb 2016) Download: http://earsc.org/file_download/308/EARSC+PP+-+Creating+a+European+marketplace+for+EO+services.pdf Our position paper sets out the numerous challenges facing the EO services sector today, such as: Fragmentation of European industry – some 450 companies in Europe, most are Micro/SMEs Difficulty for companies to access Copernicus data Challenge as US IT giants enter the geospatial arena Procurement practices in-adapted to digital services Promotion of European EO services in export markets around the world Unclear boundary between public and private sector EARSC @ DI4R 2016 – Krakow – 29 th of September 2016

What is EARSC’s Vision? A European Marketplace for EO services, with: A common identity where buyers can find European EO services, data and products of all kinds; Appropriate technical, legal, organisational and operational structures in place for the Marketplace to function; Operational platforms that link Copernicus and other geospatial data sources (public and private) on which to build EO Services; An environment whereby private initiatives can flourish (clear public / private roles). Our aim is to help overcome the fragmentation in the European industry, and enable companies to develop their business in a global market. To facilitate this, we propose to establish a European Marketplace Alliance for EO Services (MAEOS) EARSC @ DI4R 2016 – Krakow – 29 th of September 2016

We envisage: A layered architecture, where industry participants can contribute and compete in each layer Enable access to data, infrastructure, tools, expertise – both public/open and commercial Secure environment that protects intellectual property and commercial licences Collaborative environment that encourages competition and innovation What can the future look like? EARSC @ DI4R 2016 – Krakow – 29 th of September 2016

How is EARSC doing? 1.Completing first phase of the MAEOS Study to define in more detail what the Marketplace should look like, what roles it should play and how it can be established. Architecture / Organisational Strawman Stakeholder consultation 2.Now starting next phase to define what could be done Legal and governance constraints Business Strategy 3.Make recommendations to the Industry on what could be done – seek decisions (December / January): 4.Industry must decide whether to act on EARSC findings. EARSC @ DI4R 2016 – Krakow – 29 th of September 2016

We asked 120 companies what they would like from a Marketplace? To cover what types of service? Provide what functions? EARSC @ DI4R 2016 – Krakow – 29 th of September 2016

They responded: EARSC @ DI4R 2016 – Krakow – 29 th of September 2016

Options for an Organisation Steps: 1.Companies must decide if they wish to set up the Marketplace for EO Services (MEOS). 2.If a new legal entity is established, what will this mean for the role for EARSC and the new entity? EARSC @ DI4R 2016 – Krakow – 29 th of September 2016

Next steps 1.Public version of the report on the Phase 1 of the MAEOS Study published in the coming weeks 2.Update on the various options and discussion about it on the 25 th of October 2016 at ESRIN in Frascati from 9:00 to 11:00 AM 3.Decision to be done by the industry by end of 2016 EARSC @ DI4R 2016 – Krakow – 29 th of September 2016
