GBS Partnership Principle: “…the Active Fight against Corruption…” Contained in the GBS Partnership Framework Memorandum (5 th of 5 underlying principles); No formal assessment criteria for the principle; As a result of a number of factors in 2010/2011 including unsatisfactory GBS AR assessment of AC, provision under PFM invoked in Feb 2011 instigating a HLD (High Level Dialogue on AC)

The EPA (external Payments in Arrears) Action Plan EPA scandal - first broke 2006; Special Audit in 2007 revealed 22 potential cases for action; 2008/9 GBS commitments contingent on development of EPA Action Plan EPA Action Plan: legislative and non-legislative measures have since been tracked by DPs and GoT

Slide 6 High Level Dialogue on Anti Corruption First instigated in Feb 2011 A total of 6 meetings took place in 2011, 5 Chaired by Minister of Finance meetings were attended by all relevent GoT MDAs (plus others – e.g. BoT) at a level of authority that enabled decision making and follow-up action (Ministers, PS, Governor B0T, Director General PCCB etc.) Dialogue and agendas donor-driven but addressed most of the areas requested by GBS DPs delivery of important commitments around the agreement of the AC assessment criteria, the publishing of the NGCS and the provision of more information regarding the progress of grand corruption cases. Joint monitoring matrix has been agreed and tracked.

Slide 7 2012: Current Actions In the process of updating the progress against the EPA Action Plan AC elements of PAF now been agreed and implementation ongoing: UP assessment criteria agreed in March [go through key elements via handout] KPA Agreed in March (EITI) [briefly go through] Agreement on development of OI for 2013 [explain early thinking on what the OI might look like] First HLD of 2012 held Action points included: future structure of HLD; agreement of UP; FATF; FACE-IT Survey follow up
