Program approach: Policy Adopt a comprehensive national anti- corruption agenda → carry out annual evaluation of its implementation (CAR) and advocate policy change

Program approach: Monitoring Corruption Monitoring System – key instrument in benchmarking corruption. Provides both measure of progress and is an instrument of change. Carried out on a quarterly basis throughout the program.
