WORKPLAN ON PROPAGATING UNION LAW FOR WORKERS

Background & Justification ● Socio-economic condition – Vietnam's unemployment rate is about 6% – The country's economy is growing well ● Trade union situation – Around 7 million members – The unionization rate in State sectors is 85%, and that of joint venture enterprises is 60%, of foreign owned and private sector is 20%

Target Group ● The non-State and private business that obstruct creating trade union, bringing about the decrease in the number or workers joining trade union ● Precarious workers ● Union law

Development Objectives This work-plan will contribute to achieving the following: ● More people understand and join the TU ● Better living and working condition of workers

Immediate objectives At the end of the project: ● Develop the number of TU members in every sectors ● More effective Collective Bargaining, such as salaries and wages, working condition, working time, etc

Key outputs & Direct results ● For immediate objective 1: the number of TU member shall reach 1 million in five years ● For immediate objective 2: the minimum wage shall rise up to about 10%, extra working hours shall go down to around 200 hours an year.

Activities ● Output 1 (the number of TU member shall reach 1 million in five years) – Propagating TU law with posters, leaflets,.. – Working with employers to negotiate easier chance for forming TU in non-State and private business ● Output 2 (the minimum wage shall rise up to about 10%, extra working hours shall go down to around 200 hours an year) – Discussing with the Government – Open seminars to collect opinions of relevant associates and workers

Main Inputs ● Workers in the field of law ● Evaluation of the union law since 1990 until now ● Financial inputs

Indicators of Achievements ● For immediate objective 1: – Posters, leaflets, etc are the best method to raise knowledge of workers. – Working with employers help to know more about what they want, thus talk them into creating chances for workers to join TU ● For immediate objective 2: – Through workshops, seminars, more reasonable and helpful opinions are collected

Management of Risks ● Contradict opinions about workers' right to represent in TU → consult the State and employers ● Opinions against forming base TU with only 5 members → consult the State and employers

Budget Proposal The State shall always provide the budget for constructing and mending the law
