Background to Entrepreneurship Facilitator Measure Announced in the 2016-17 Budget as part of the broader Youth Employment Package. The Entrepreneurship Facilitator arrangement is from when the Funding Agreement is signed, December 2016 to 30 June 2020. Entrepreneurship Facilitators will be funded though a competitive grant process.

Entrepreneurship Facilitator Objectives Promote entrepreneurship and self-employment to young people in identified regions. Encourage young people to develop new business ideas. Assist potential young entrepreneurs in accessing assistance to support and establish their own business. Provide linkages into existing programs, including, NEIS, business incubators and the Entrepreneurs Program.

Entrepreneurship Facilitators Scope Applicants should outline their experience in: Providing business advice (individuals with personal experience as an entrepreneur or small business operator are highly desirable) Building rapport with clients to gain an understanding of their needs and provide appropriate support Engaging with the community, and Developing and maintaining networks with relevant organisations.

Target Clients The priority target audience is young Australians aged 18 -24 including those not in education, employment or training. Facilitators must actively seek out and assist this priority target audience. Facilitators will also be required to work with people of all ages and backgrounds, including Indigenous people, redundant workers, refugees and people from Culturally and Linguistically Diverse backgrounds.

Who is eligible to apply? Individuals Non-government organisations, including for-profit organisations

Police and Working with Children and Other Vulnerable Groups checks Facilitators will be expected to engage with schools, and young people, under the age of 18. Entrepreneurship Facilitators will be required to undertake a police check and a Working with Vulnerable People check, and Comply with any other conditions in relation to the person’s participation in the Services, as specified in governing working with children legislation.

Purpose of Engagement and Marketing Strategy Address the services the Entrepreneurship Facilitator will deliver: Engagement with clients Community engagement (schools, universities & youth organisations) Linkages with relevant organisations

Funding Per Entrepreneurship Facilitator Upfront – on signing of Funding Agreement – includes set-up costs (office space, equipment, car hire/lease) and Engagement & Marketing Strategy Quarterly – Salary and ongoing running costs Milestone reports – quarterly payments made once report is approved

Milestone Reports Reports will include: Progress against the Engagement and Marketing strategy Success stories Specific requirements outlined in the approved Funding Agreement

Evaluation The Department will determine the extent to which Entrepreneurship Facilitators have achieved the objectives of the measure. The Department will work in partnership with Entrepreneurship Facilitators to capture relevant qualitative and quantitative data.

Draft Funding Agreement A draft Funding Agreement will be published on the Department’s website. Potential Applicants should review the draft Funding Agreement when preparing their Application.

Selection Criteria 3 Demonstrated knowledge of local and surrounding areas and the capacity to leverage community partnerships and resources to support clients. Response Character Limit: 8000 Weighting: 30 per cent

Selection Criteria 4 Describe what ‘success’ would look like in the relevant location, where an Entrepreneurship Facilitator has delivered all their services. Response Character Limit: 2000 Weighting: 10 per cent
