Urban-LEDS project at a glance International mitigation project funded by the European Commission Duration: March 2012 – August 2015 Main objective: Enhance the transition to low- emission urban development in cities in emerging economy countries: Brazil, India, Indonesia and South Africa Supported by experienced European cities Implementation partners:
3
What is an Urban-LEDS? An Urban Low Emission Development Strategy defines a pathway to transition a community to a low-emission, green and inclusive urban economy, through its integration into city development plans and processes. www.urban-leds.org urban-leds@iclei.org 3
4
Challenges www.urban-leds.org urban-leds@iclei.org 4 Capacity (individual, organizational, institutional) Funding (where and how to access it) Accountability (not our mandate) Design and Integration of MRV system

Selection criteria Countries Relevant and growing greenhouse gas emission profile General economic growth leading to relevant infrastructure decisions Leadership role in the international climate debate and climate negotiations, committing to developing NAMAs Existing contacts with and openness of national and state governments Cities urban and population growth rate, regional connectivity, political and institutional context, degree of commitment to low carbon development, and synergies with other existing projects and initiatives. www.urban-leds.org urban-leds@iclei.org 5

Activities, Approaches and Tools (I) Resources and tools: – GreenClimateCities program – HEAT+, ICLEI‘s new GHG accounting tool for local governments – Global Protocol for Community-Scale Greenhouse Gas Emissions (GPC), moving towards a standard – carbonn Cities Climate Registry (cCCR), the global reporting platform for cities www.urban-leds.org urban-leds@iclei.org 7
8
Activities, approaches and Tools (II) Capacity building: – Assessing cities‘ needs, conducting tailor-made training for local governments (also on topics they identified) – Study tours – Workshops and webinars Technical and financial solutions: – Urban-LEDS „Pool of Experts“ – Solutions Gateway (under development) www.urban-leds.org urban-leds@iclei.org 8
10
Activities, Approaches and Tools (III) Advocacy: – ICLEI is the focal point for the Local Government and Municipal Authorities Constituency (LGMA) – „Friends of Cities“ group was established at UNFCCC, with aim to: Establish a mechanism of dialogue and collective consultation between Parties and LGMA Constituency Convene and contribute in Mayoral-Ministerial dialogues Promote enabling environments for bilateral / multilateral partnerships Encourage initiatives for commitment / reporting www.urban-leds.org urban-leds@iclei.org 10
11
Activities, Approaches and Tools (IV) – Ensure verification processes are established – MRV (Measurable, Reportable, Verifiable) – Exploring integration of local action into the global climate regime (vertical, horizontal) – Local Government Climate Roadmap Phase 2 launched in Nantes in September 2013 – main focus on enabling framework conditions to support local climate action (see next slide) www.urban-leds.org urban-leds@iclei.org 11

Current activities Linking cities to experts, offering LEDS guidance ICLEI is co-chair role in LEDS Global Partnership work group on „national - sub-national integration“ – sharing project experiences Exploring vertical NAMA approach (can we link to national process? If yes, how?) Testing the MRV process in Model Cities Reporting commitments / actions in the online cCCR Global networking: South-South-North exchanges, e.g. International City Networking Seminar in South Africa www.urban-leds.org urban-leds@iclei.org 12
