Sector Meeting - Ports RTF CONFERENCE Oct. 2016

Sector Meeting – Ports +Town Agenda VGM – gone well VBS – will expand across the country. Is there ‘actual’ benefits? Several different systems to deal with Margins – shipping lines controlling ports Delays Detention Costs Port Connect Other

Report Back VGM (Verified Gross Mass – Compulsory Export container weighing) Industry adapted to change well Difficult to get truck mounted equipment accurate enough Less accuracy required in other jurisdictions No international consistency Still receiving inaccurate import containers Appropriate to review after 12 months

Report Back VBS Ports only in Auckland and Napier Empty depots in Auckland Tauranga and Napier Has reduced transport efficiency and increased Ports and depots Truck operators become the buffer for others inefficency Transferred other problem to us Has imposed considerable costs where implemented Need to consult before other centres accept VBS

Report Back Margins Small margins, if any Sea freight at the lowest ever Importers and exports enjoying reduced costs No recognition of waiting times New entrants lack of skill and knowledge Shipping lines control Ports

Report Back Delays Auckland issue generally Other operators extremely sympathetic Growth in trade will spread congestion throughout NZ

Report Back Detention costs Detention no longer constant timing Shippers changing to reduce their costs Potential for operators to be caught No visibility of changes Need for at least 2 full working days notice for empty return

Report Back Town-Container swing zones Lack of space on sites require on road container transfers Councils failed to allow for commercial needs Transport operators carry the brunt of the fix Causes neighbour issues

Report Back Cycle Lanes Councils fail to allow for heavy vehicle access Poorly designed and located cycleways put cyclists at risk

Report Back Councils Generally fail to allow for Heavy Vehicles No understanding of role of Transport Industry Growth in freight demand not understood Implications of that growth less understood Buildings consented without regard to actual use
