Introduction ETUF:TCL: Who are we? 65 branch organizations 36 countries (> Azerbaijan) A little over one million workers (+/-40%) Affiliated to the ETUC at European level, and our founding members are the ITGLWF and the IFTC (merge end 2007) at international level (ITUC) Observer status for Med since 2003

3 TU point of view versus crisis 3.1 EU / EMSs’ governements 1/ new European better coordinated stimulus package, 1%GDP, 3 years, EU bonds; new SUSTAINABLE Industrial Policy; 2/ European framework on short-time working arrangements; 3/ sustain /fostering training and retraining; prepare future; « war against climate change » (EU Social Funds);

3.1 EU / EMSs’ governements...... 4/ stronger welfare State systems; more security/equality; consumption; learn lessons 1929-1930 and deflation; [tax reduction on labour ONLY if alternative financing for example on carbon emissions >> green 10% shift cfr « Spring Alliance; OK on delaying payments] 5/ stronger workers rights; better anticipate; no social dumping.

3.2 Employers TCL 1/ better use of the existing mechanism on anticipation / managing change; [flexicurity: !!!!DK ] 2/ advance information / consultation workers and their representatives; negociate; 3/ using existing tools (RWT, casa integrazione,...) as opportunity for improving skills [training, education] and prepare the future [missing FP];

3.2 Employers TCL....... 4/ personalized solutions, in case of lay-offs; including counseling, support in job seeking, work placement; retraining, access to credit (cfr latest EU Communication June, 3rd); 5/ stronger partnership between actors at regional and local level (Observatories TC >> « Sectoral Councils » cfr Canada)

4. TCL SSD : Conclusion Social crisis industry not over >>> need for other plans. European social partners in chemical sector (EMCEF and ECEG) e.g adopted on May, 13rd, a joint “Declaration on the Global economic Crisis” >> TCL same? CB of our members in the Balkans; BL in Slovenia/Bled November 2008 >> interest CB of SSD partners 2009 – 2010/2012. SD is “the” European way to manage market economy and its changes; “negotiated solutions better implemented than imposed”.
