2.  SBOE adopted new rules for the Foundation High School Program on Jan 31, 2014.  Students still must pass the English I, Algebra I, Biology, English II, & US History EOC’s.  For students entering 9 th grade in 2014-15 and beyond, we no longer have the Recommended, Distinguished, or Minimum Graduation Plan.  A school district must ensure that each student, on entering ninth grade, indicates in writing an endorsement that the student intends to earn.  A district must permit a student to choose, at any time, to earn an endorsement other than the endorsement the student previously indicated. 3. FOUNDATION PLAN STATUTORY REQUIREMENTS A student may graduate under the foundation high school program without earning an endorsement if, after the student's sophomore year: 1.The student and the student’s parent or guardian are advised by a school counselor of the specific benefits of graduating from high school with one or more endorsements; and 2.The student’s parent or guardian files with a school counselor written permission, on a form adopted by the agency, allowing the student to graduate under the foundation high school program without earning an endorsement.

4. Advanced Course means “the next level.” For example:  “Advanced English course” can mean English IV  “Advanced Math course” means the next course after Algebra I and Geometry. It could be Algebra II, Precalculus, etc.  In this law, Advanced Course does not mean a Pre-AP or AP or weighted course. VOCABULARY

5. Performance Acknowledgement means going above and beyond in at least one of these areas:  Dual Credit courses  Bilingualism and Biliteracy  AP Tests  PSAT or PLAN (Aspire) Scores  Earning a business or industry certification VOCABULARY

6. Distinguished Level of Achievement is a lot like the old 4x4 plan, but one of the math courses must be Algebra II. The new language says:  four credits in mathematics, which must include Algebra II, plus  four credits in science, plus  the foundation plan curriculum requirements, plus  the curriculum requirements for at least one endorsement A student must earn the distinguished level of achievement to be eligible for top 10% automatic admission to four year university. 13. If a student, in completing the first credit of LOTE, demonstrates that the student is unlikely to be able to complete the second credit, the student may substitute another appropriate course as follows:  World History or World Geography for a student who is not required to complete both by the local district  A different language course (including Computer Science I, II, or III)  Special Topics in Language and Culture The determination regarding a student’s ability to complete the second credit of LOTE must be agreed by:  The teacher of the first LOTE credit course OR another LOTE teacher designated by the school district, the principal or designee, and the student’s parent/guardian LANGUAGES OTHER THAN ENGLISH (LOTE)

14. A student, who due to a disability, is unable to complete two credits in the same language in LOTE, may substitute:  a combination of two credits from English language arts, mathematics, science, or social studies; or  two credits in career and technical education or technology applications. The determination regarding a student's ability to complete the LOTE credit requirements will be made by:  the student's ARD committee if the student receives special education services; or  the committee established for the student under Section 504, Rehabilitation Act of 1973. 15. A specific speech course will not be a requirement under the Foundation High School Program. New Requirement:  To receive a high school diploma, a student must demonstrate proficiency, as determined by the district in which the student is enrolled, in:  delivering clear verbal messages  choosing effective nonverbal behaviors listening for desired results  applying valid critical-thinking and problem-solving processes  identifying, analyzing, developing, and evaluating communication skills needed for professional and social success in interpersonal situations, group interactions, and personal and professional presentations SPEECH REQUIREMENT

24. Multidisciplinary Studies A student may earn a multidisciplinary studies endorsement by completing foundation and general endorsement requirements and:  Four advanced courses that prepare a student to enter the workforce successfully or postsecondary education without remediation from within one endorsement area or among endorsement areas that are not in a coherent sequence; OR  Four credits in each of the four foundation subject areas to include English IV and chemistry and/or physics; OR  Four credits in CollegeBoard AP courses or dual credit selected from English, mathematics, science, social studies, economics, languages other than English, or fine arts. 25. A student may earn a distinguished level of achievement by successfully completing:  four credits in mathematics, which must include Algebra II; PLUS  four credits in science; PLUS  the foundation plan curriculum requirements; PLUS  the curriculum requirements for at least one endorsement A student must earn distinguished level of achievement to be eligible for top 10% automatic admission to a four year university. DISTINGUISHED LEVEL OF ACHIEVEMENT

27. A student may earn a performance acknowledgment for outstanding performance: In a dual credit course or an advanced technical course by earning:  At least 12 hours with 3.0 or higher; OR  An associate degree while in high school. PERFORMANCE ACKNOWLEDGMENT

28. A student may earn a performance acknowledgment for outstanding performance: In bilingualism and biliteracy by  Completing all ELA requirements and maintaining a minimum GPA of 80 in ELA; AND  Satisfying ONE of the following:  Completion of a minimum of 3 credits in the same language in a Language Other Than English (LOTE) with a minimum GPA of 80 in the LOTE; OR  Minimum GPA of 80 in 4 th year of LOTE; OR  Completion of at least 3 credits in foundation subject area courses in LOTE with a minimum GPA of 80 in them; OR  Score of 3 or higher on AP LOTE exam; OR  Score of 4 or higher on IB LOTE exam; OR  Score of at least Intermediate High or its equivalent on a national assessment of language proficiency in LOTE.  In addition to the above, ELL students must have participated in and met the exit criteria for a bilingual or ESL program AND scored Advanced High on the TELPAS. PERFORMANCE ACKNOWLEDGMENT

29. A student may earn a performance acknowledgment for outstanding performance:  AP Exam with a score of 3 or higher; OR  IB Exam with a score of 4 or higher; OR  PSAT/NMSQT recognized as commended scholar or higher; OR  College Readiness on at least 2 out of 4 subject tests on ACT Aspire exam; OR  SAT scores of 410 or higher on Evidence-based Reading and 520 or higher on Math; OR  ACT composite score of 28 or higher without writing PERFORMANCE ACKNOWLEDGMENT

30. A student may earn a performance acknowledgment for outstanding performance:  For earning a state recognized OR nationally OR internationally recognized business or industry certification or license PERFORMANCE ACKNOWLEDGMENT
