ZED and MIBA fares: where do we come from? 6 Working Group 29 Sep 2016 2011-2012: Workshops conducted to determine : What is a fair value for ZED R2 fare? what would be the minimum ZEDR2 (ZL) fare which an operating carrier would agree to be acceptable to offset its operating costs? No agreement reached within the industry What is a fair value for confirmed fare? ZMAC offered to outsource to a third party the assessment of market fare levels (research on all GDSs with similar fare conditions). This solution had a cost and was not retained by members. ZEDR2 Medium was then retained as the industry standard (used by the majority of carriers): 2012 ZMR2 levels were used as a starting point and became the central reference on which ZL and ZH is being calculated ZEDR1 and MIBAS1-C1 fares were “merged”: same reference whether it is leisure or duty. 2012 levels were used as a starting point: R1 for Low, S1 for Medium and High levels,2016: Levels of fares are being questioned by a few members. What do we compare?

20 Known as MC99, The Montreal Convention establishes airline liability in the case of death, injury or delay to passengers or in cases of delay, damage or loss of baggage and cargo., It modernizes and unifies all of the different international treaty regimes covering airline liability that have developed haphazardly since 1929. In short, it was designed to be a single, universal treaty to govern airline liability around the world. As of July 2015, there are 114 parties to the Convention. Included in this total is 112 of the 191 ICAO Member States plus the European Union. The states that have ratified represent 111 UN member states plus the Cook Islands.

5 TAXES Collection of taxes in case of fully OPEN tickets with two segments: transit or stop-over

Identified issue Space available tickets of 2 segments with a connection ZED fares: They are calculated with the addition of 2 segments Taxes? What should be the logic retained for calculating the taxes? At some airports, taxes may be different if the passenger is in transit or stop-over. Currently the vendor myIDTravel reflects taxes as if they are transit taxes.

What should be the logic for space available tickets with 2 legs and a connection? This tax is not collected only for transit passengers. Networking Event at future AGM’s SOLUTION/PROPOSAL The proposal is to spend existing ZED-MIBA Forum funds to systematically pay for the AGM networking event wherever the location is. The cost for the Networking Event should not exceed USD 15,000 and subject to a minimum balance of USD 50,000.00 of the ZED MIBA Forum funds This would cover attending airline representatives for registered airline attendees. Guests may attend at their own expense. VOTING QUESTION Do you agree to the above proposal to add this to the ISTA as a general principle? Yes No

List of Members’ duties & responsibilities WORKSHOPS Twice a year we hold workshops where we meet to discuss items that are happening in the industry that affect members and therefore require action by our organisation. Decisions are made here about how we move forward. These are hands-on sessions usually lasting around 1 day.

List of Members’ duties & responsibilities AGM This occurs once a year, alternating between Geneva and another city hosted by a member airline (more information about this once you are a member). It is at this event that members vote on changes that have resulted from the topics raised throughout the year at workshops. This is your only opportunity to gain complete insight into the voting item in order to vote in an informed way. A networking event gives you the chance to meet fellow members and time is given to hold bilateral discussions and sign concurrences with airlines.

HEALTH CHECKS Retirees should they be included at all? Concur bilaterally? Should they be accepted AFTER any serving staff? How could this be delivered? New PTCs? myIDTravel could separate retirees without the need for a new PTC. Parents how many – do we include both sets in cases of step parents, i.e. birth plus step? Two mothers; two fathers – are we all ready to meet statutory requirements and if not part of your own policy can you accept other’s? Should we limit by numbers or have, say 2,3 or 4 “any ones” rather than endless siblings, plus parents, plus children, plus spouse that could result in a large party. WY limit numbers. BA limits and LH thinking about it. Open ZMF to other entities? DL strongly opposed. Keep to airlines as we already have many varieties of non-airline SAFs. Company structures – we need to embrace evolutions in this area and ownership that might not be 100% Baggage, does the clause need updating to reflect changing trends? Many members need the clause in order to preserve an allowance for staff.

Recommended Practice As part of a clean-up activity by the ticketing committee to remove the final references to paper flight coupons from industry standards, some small editorial changes have been proposed to RP1788a (attached). These will go to conference this year. Aside from these changes, the specific sections of the RP 1788a highlighted below were raised by some member airlines as being potentially out of date. It was suggested, as no airlines are using these procedures any more, especially in today’s automated environment when boarding passes and bag tags are thermal printed. Input and consensus is required by ZED-MIBA forum so that MSC can liaise with the appropriate group (Airport Services Committee, ASC) to update this.
