Submeasure 19.1. – Preparation support Capacity building, training and networking for the purposes of preparation and implementation of local strategies

Beneficiaries: Civic associations according to the act no. 83/1990 Coll. on civic associations as amended, which is based on LEADER principles.

Rate of support from the total eligible costs: 100% Maximum amount of support for partnerships which did not have the LAG statute in the previous programming period is 15 000 EUR. Maximum amount of support for partnerships which had the LAG statute in the previous programming period is 5 000 EUR.

Submeasure 19.4. – Support for running costs and revitalization (running of LAG)

Support will be provided for running of approved LAGs and administrative activities as well as for costs connected with revitalization of local development strategies - promotion and information about the area.

Types of support: Grant (non-repayable financial contribution), option for the advance payments up to 50% of eligible costs. Part of the expenditures connected with the running of LAG and animation will be paid in form of lump sum payment.

Eligible beneficiaries: LAG, which is selected by MA for implementation of strategy and which has a legal form of civic association according to the Act no. 83/1990 Coll. On civic association as amended.

Running costs for running LAG (with exeption of LAGs from Bratislava region) will be paid from EFRD and costs of revitalization of all strategies (animation) will be paide from EAFRD. Running of LAGs located in Bratislava region will be also funded from EAFRD. In case of mixed LAGs (territory of Bratislava nad Trnava regions), the running costs will be paid from EAFRD.

Submeasure 19.2. – Support for implementation of operations within the framework of CLLD

Type of support: Grant (non-repayable financial contribution), in case of some opetation, there is an option for the advance payments up to 50% of eligible costs. The option for the advance payment within the submeasure 19.2 is tackling the measure/ submeasure from the subchapter 8.1.5

Eligible beneficiary: Subjects (from private, civil and public sector) located in the territory of LAG, which was selected by the MA for the strategy implementation and which has the legal form of a civic association according to the act no. 83/1990 Coll. On civic associations as amended. The final beneficiary will be in accordance with the defined beneficiaries of the support within the local strategy and in accordance with the conditions of EAFRD as well as general conditions stated in the measure. For the support from EAFRD the definition of rural area from subchapter 8.1.1 is applied. The municipalities with more than 20 000 inhabitants are excluded from the support as final beneficiaries. These, however, can be members of LAG and the subjects located there can be final beneficiaries.

The LAG itself is not an eligible beneficiary within the submeasure 19.2.

Submeasure 19.3. – Support for implementation of cooperation activities of LAG

There can be two types of cooperation: 1.National– LAG which is selected and aprpoved by MA for startegy implementation in cooperation with other approved LAG or public-private partnerships, which respect the LEDER/ CLLD principles in the SR, 2.International– LAG which is selected and aprpoved by MA for startegy implementation in cooperation with other approved LAG in the EU or public-private partnerships, which respect the LEDER/ CLLD principles in the EU or third countries.

Beneficiaries: LAG which is selected and aprpoved by MA for startegy implementation. Public-private partnerships, which respect the LEADER/ CLLD. Project partner, in form of public-private partnership respecting the LEADER/ CLLD principles (without the LAG statute) from SR can also be the beneficiary.

Maximum rate of support from the total eligible costs: Up to 100 % in accordance with the applied rules of the state support and de minimis support LAG can determine the rate of co-financing from own resources. For the preliminary technical support the maximum limit is determined by the MA in the guidelines or in the call for proposals.
