THE CHALLENGE

4 THE FACTS 9 million Americans are unemployed, with another 2 million who are marginally employed. 5 million disengaged millennials are not actively seeking employment. 4 million U.S. jobs are left unfilled because of a mismatch between the skills workers possess and those employers need. 95 percent of Business Roundtable member CEOs indicated that their companies suffer from skills shortages. Many industries offer workforce development solutions, such as industry-recognized credentials, but they are not linked and leveraged economy-wide.

5 Businesses of all sizes struggle to find workers with the necessary skills to fill available jobs. Workers have not been provided with the necessary skills and training needed to succeed in today’s evolving economy. Industries have distinct approaches to solve the skills gap, but have yet to combine their efforts. Education and workforce development are not preparing students for current and future jobs. 7 America needs to build a new learning and workforce development system that prepares students for the jobs of today and tomorrow and provides adult workers opportunities for lifelong learning. That’s where we come in. Our mission: To improve economic opportunity and quality of life for Americans by better connecting the working world and the learning world. 9 The National Network brings together 25 industry associations. It includes sectors that represent 75 percent of future jobs by 2020 (an estimated 30 million new jobs). Members are sharing what works for individual industries across multiple sectors. MAKING CONNECTIONS

Identifying competencies and promoting credentials that lead to work Use competency-based hiring practices to find the right person with the right skills for the right job. Provide more work-and-learn opportunities across the economy. 11 As the influential voice of business, the National Network develops and promotes the use of tools and resources to help employers: OUR WORK

12 OUR WORK Employers can change HR practices and recruit, screen and hire on competencies. Employers can adopt the Common Employability Skills, which signal to workers the skills they need to succeed. Using the Work-and-Learn Guidebook, employers can expand work-and-learn opportunities. The National Network is equipping employers with tools to put our work into practice:

13 OUR WORK The National Network is connecting with working learners by: Providing clear information about the knowledge, skills and abilities workers need to succeed in the workplace. Encouraging business and educators to work together to create pathways that lead to current and future jobs. Harnessing technology to expand learning options that address realities of working learners while meeting the needs of the modern workplace.

14 PROGRESS TO DATE A framework of common employability skills workers need to succeed, regardless of industry; A guide that helps employers understand and develop competency-based work-and-learn models (under development). A blueprint for industry organizations to create standards-based credentials; and The National Network has developed and released tools to begin rebuilding the outdated workforce development infrastructure. Initial tools include:

15 PROGRESS TO DATE Updated math, science and communication skills requirements in hiring materials for the automotive industry. A video for employers on the value of credentials for the renewable energy industry; Upgraded health care industry and welding industry career maps; The first competency model for the restaurant industry; and The National Network has encouraged incubator projects that will inform multiple industries and provided support to members who have developed tools to share across the member network. These include:

Industries work together to develop a common set of knowledge, skills and abilities. INDUSTRY Education and workforce development provide industry-recognized credentials and training programs aligned to how businesses hire. BUSINESS Working and learning are integrated. Individuals have the knowledge, skills and abilities needed to succeed in today’s evolving workplace. EDUCATION WORKING LEARNERS Employers access and advance talent through practices that support working learners, including a new approach to hiring. PATHWAY TO SUCCESS 18

BUILDING AWARENESS IS KEY 19 We need to spread the word to the education and workforce communities. We need buy-in and support from all industry associations and employers of all sizes.

20 The National Network envisions a world in which students and workers have clear pathways to learning and working in meaningful careers, and employers have a skilled workforce focused on performance, growth and opportunity. VISION FOR THE FUTURE
