(Unofficial Arabic translation already available, thanks to ESCWA)

Changes since the Draft SIEC is (nearly) untouched (only change was to nuclear fuels) Minor changes to wording of energy industries and statistical units chapters Data quality chapter revised to agree with NQAF Slight revisions to emissions section based on IPCC and IEA comments FAO provided updates on typical wood density

ESCM Developments After OG 9 most draft chapters were improved by UNSD and Statistics Canada, including some new text on data quality. Further country examples (UK, Austria, Canada, Australia, Ghana, New Zealand, USA, South Africa,…) added Process was then put on hold while IRES was finalised The circulated draft (sent 27 th April) is mainly for info, but comments still welcome, relevant energy-specific country examples still sought UNSD plans three further improvements before its finalisation:

HS to SIEC examples needed Many developing countries (esp. small islands) only provide import data on a HS basis. How to translate this into IRES-compliant energy statistics? We believe/hope OG members will have experience of this issue and can help UNSD provide guidance through quality country practices Relates to classifications, and data sources and administrative data chapters

More estimation techniques Full energy balances with measured values for all entries is a challenge for all countries; developing countries shouldn’t be discouraged to try Examples of “pragmatic” estimation examples sought, e.g. Split domestic/int’l aviation based on airport type (or on intuition) Make assumptions about imports based on port, or importing company Industrial consumption breakdown estimated using administrative data

Addition on the SDG process A mention of the SDGs highlights the importance of IRES-compliant energy balances for measuring 7.2 and 7.3 7.1 (energy access) is not covered by the scope of energy statistics, but might make an interesting addition. Any OG countries monitor this (electrification and use of clean cooking fuels)? 7.2 and 7.3 both need energy balances and highlight the importance of harmonised energy balances (thanks IRES)

Manual Finalisation Comments on Zero Draft now welcome till June 3 rd Publication expected in the Autumn, assuming more country examples are received

Future work How can we encourage IRES to be implemented by countries, particularly advanced countries with established stats systems? UNSD has limited budget for training, but we promote IRES whenever we can (e.g. China in two weeks) Always happy to support the work of the Oslo Group!
