What is an Animal? According to the VA, an animal IS A living or dead vertebrate A larval fish or amphibian An egg-laying vertebrate is only an animal after hatching Animal Dead = killed for the direct purpose of conducting research or training

What is not an Animal? An animal is NOT ×An un-hatched egg ×An invertebrate ×Dead animals or parts of dead animals purchased at grocery stores or slaughterhouses Not an animal

What Animal Use is Regulated by the VA? VA-Regulated All research, development, testing, and evaluation or training using animals that is conducted or supported by the DoD within and outside of the US Not VA-Regulated There are uses for animals that do not fall under these VA regulations, however, VA almost never funds them Rule of thumb: If its part of a WF IACUC protocol, then it falls under these regulations! Ex. Training Military working dogs

VA Animal Research Must ALSO Follow VHA Handbook 1200.07 “Use of Animals in Research” Applies to all animal research conducted or supported by the VA Available on the web

Review of the Protocol Local Level (WF IACUC Review) VA Level (Secondary Review) All VA Animal Care must go through two reviews 1 st review 2 nd review

The IACUC Review All animal use protocols in the United States must be approved by an IACUC Generally, PIs are aware of IACUC requirements It’s the secondary review that might be new!

The Secondary Review All VA funded efforts must go through VA vet review Similar to IACUC review, performed by a VA vet at VA regulatory office All VA research is reviewed by regional VA center that funded the work, e.g., Salisbury VA.

Initial Secondary Review Process Secondary review can take up to 2 or 3 months VA reviews submission documents, asks PI for clarifications Responsive PI = faster review = quick release of money = Prompt Start To Research Need approval quickly?

Initial Protocol Approval and approval is good for the length of the award or length of IACUC approval After VA approval… the agent removes prohibition on funds for animal work…

Amendments If amendments are worked on before DoD review, the research is NONCOMPLIANT Why didn’t they get approval? BUT, you can prevent this! Noncompliance may be cause to cancel the contract!
