Statistics (approx) 4000 technical officials have pass/licence 51% are over 55 81% are over 45 650 at L3 (0r equivalent) are needed for 2012

Rationale Need to improve process Need to have transparency Encourage ‘can do’ culture Need to have ongoing training Be in line with the rest of the world

Transition Most existing officials will not be adversely affected by new structure Transition is only a ‘label’ Running parallel processes until Dec 07

Structure Level 1 – generic course Level 2 – specific choice Level 3 – advanced specifics for national work Level 4 – leading at national level Level 5 – overall management roles and global specialist

Development Levels 1,2 are now in place- managed at local level Level 3 has been piloted for all disciplines Levels 4,5 will be ready for April 08

Process 1 ‘Local tutors’ lead level 1 – candidates complete an experience sheet of 4 meetings ‘Selected tutors lead event specific courses level 2 – managed locally – candidates complete a log book and are ‘mentored’ – in no minimum time scale

Process 2 Level 3 is managed from national level with national tutors and mentors Content includes specific aspects that are relevant to national and international competition (e.g. IAAF rules, technology) Candidates need minimum 2 years to acquire experience and standards

Process 3 Level 4 candidates access and demonstrate further education e.g. report writing, team leading, mentoring, duty management in a discipline Only selected national tutors

Process 4 Level 5 candidates operate as meeting managers, directors, nominees for EAA and IAAF appointments. Tutors by invitation sometimes from overseas

Recruitment Training local tutors for level 1,2. Targeting younger people (schools, clubs etc.) National tutors trained level 3 Level 3 courses in place during 07 At all stages the process is transparent and the candidate is part of the process
