An innovation is an implemented new way in which a public sector organisation operates to meet its mandate. It must aim to improve at least one of the following areas: efficiency; effectiveness; service quality; user satisfaction or democratic values Towards a definition of public sector innovation NovelImplemented Purpose: Improvement

Grey areas Degree of novelty – What unit of analysis? (project/unit/division/Organisation) Stage of implementation – Where “the rubber hits the road” (exclude: project plans / include: pilot, test) Degree of impact/outcome – System need to be in place to monitor and assess benefits (e.g. ex ante business case) or methodology to measure results. Type of impact – E.g. Quality of service: how to measure it? (e.g. in terms of accessibility; responsiveness; reliability) Other criteria? Transferability, sustainability..
