Average Class Size State Superintendent Newsletter, September 6, 2016 In the weeks following the end of a legislative session, there always are new laws and provisions that we tag for follow-up later. One of those is a class size allotment provision that was included in the budget bill in 2016 and that goes into effect in the 2017-18 school year. This provision removes the flexibility between teacher allotments per classes and the maximum for a single class or for the district-wide average.

Average Class Size State Superintendent Newsletter, September 6, 2016 The provision states: “The average class size for kindergarten through third grade in a local school administrative unit shall at no time exceed the funded allotment ratio of teachers to students in kindergarten through third grade. At the end of the second school month and for the remainder of the school year, the size of an individual class in kindergarten through third grade shall not exceed the allotment ratio by more than three students. The funded class size allotment ratio for kindergarten through third grade shall be as follows: (1) For kindergarten, one teacher per 18 students. (2) For first grade, one teacher per 16 students. (3) For second grade, one teacher per 17 students. (4) For third grade, one teacher per 17 students.”

Average Class Size State Superintendent Newsletter, September 6, 2016 Strict adherence to this change would hurt your ability to staff subjects such as the arts, world languages and physical education. You also may face classroom shortages as well. I hope that as we begin thinking about the long session of the legislature that you will join us in encouraging lawmakers to reconsider this provision. Students benefit from the opportunity to learn all of these subjects.

Every Student Succeeds ActEvery Student Succeeds Act (ESSA) ●Reauthorizes the Elementary and Secondary Education Act (ESEA) and replaces the No Child Left Behind (NCLB). ●Minimizes the amount of federally-mandated control over curriculum and assessments, allowing states to address issues concerning school accountability, student assessments, and support for struggling schools among other elements. ●“Well-rounded education” replaces “core academic subjects.” Arts and music are included under the definition of a “well- rounded” curriculum. (Title XIII, Sec. 8002) ●Increased opportunities for federal funding and support

ESSA Public Input Sessions Public input is being sought by NC Department of Public Instruction to help guide development of the state’s plan for complying with ESSA. Each session will be held from 4-6 p.m. Anyone may attend a session in any region. October 6 – N Wilkesboro October 12 – Jacksonville October 18 – Fayetteville October 19 – Tarboro October 24 – Waynesville October 25 - Burlington In addition, the public is invited to submit comments to the Department of Public Instruction through Let’s Talk. ASW Update On Thursday, April 7, 2016, the State Board of Education voted to eliminate Standard 6: · All processes related to the determination of student growth for teachers and schools will continue. · Data and ratings from student growth measures will be provided to principals to use when evaluating their teachers. · This policy change will be reflected in the ASW training materials for 2016 – 2017.

ASW Update “Currently, state law citations for student growth requirements include: – The General Assembly's stated intent to use, in part, student growth as part of a future performance pay plan. SL 2013-360, Section 9.5 "Pay for Excellence;" – Student growth measure as requirement for "clinical educator" (i.e., supervising teacher of student teacher). SL 2015-241, Section 8.41(a) [new G.S. 115C- 296.11]; and – Student growth as 20% of A-F School Performance Grade formula. G.S. 115C-83.15.“
