From socio-economic impact assessment to impact accountability Vincent Mangematin
2
Messages Designing a tool Not only to measure impact but also to make RI managers accountable for impact To connect with the RI’s strategy, user friendly and ensuring comparability To better manage and design impact assessment as a compilation of existing ‘scoreboard’ of RIs.
3
Rationales RI under scrutiny - The higher costs, the more involved the stakeholders Investment, Running cost, societal importance (health and food, environment, social cohesion, energy) Accountability vis-à-vis stakeholders (value for money – Sc value, educational value, technological/enabling value, economic value and societal impact) RI managers under pressure Unaligned stakeholders, Non-converging assessment criteria Multiple and potentially contradictory objectives to be fulfill Loosely coupled strategic management of RIs and accountability Strategic tools as boundary object – strategy – accountability - Impact
4
Existing tools Mostly Ad hoc managerial and assessment tools Ad hoc assessment tool Ad hoc, non systematic, on request Difficult, time consuming, poorly reliable Need for comparability and normalized approaches
5
Specifications Single framework coupling strategy, implemention and reporting Coupling objectives and reporting (stakeholder perspective) Going beyond cost benefit analysis Integrating RI life cycle, short, medium long term, type of Ris Tool should manage interfaces with strategy as BSC Tool should manage interfaces with impact for different stakeholders as Technopolis Tool should be user friendly, easy to use and to adapt Specifications
6
A strategy base tool - Aligning vision strategy and reporting A set of standardized indicators Science/technology/education/economic Input measurement Moving towards guided set of indicators (survey and Likert scale) Proposition
7
Vision – pick up to 3 sentences A strategy base tool - Aligning vision strategy and reporting Be the world scientific leading RI Be the regional scientific leading RI Enabling facility to support science and technology advances Be the world unique research facility for firms Be the regional research facility for firms Create economic activities for the region Reinforce regional attractiveness Reinforce national/regional innovativeness Be the training support facility The RI is the hub to facilitate regional collaborations Define a set of yearly objectives (normative) 1.Scientific 2.Technologic 3.Education 4.Economic, human resources- Regional development 5.Attractiveness (Sc, Eco, regional, …) 6.Society and societal impact (ranking 1-6 or Priority/Important/Secondary) (integration of life cycle as the objectives of the year are changing)

Training Real N-1 Obj N Real N Number of master students who have been working within the RI Number of PhDs who have been working within the RI Number of post doc who have been working within the RI New training set up thanks to the RIs Number of Masters, PhDs or post doc trained within the RI and employed by industry A set of standardized indicators Science Real N-1 Obj N Real N Number of articles published (WOS) co-authored Number of scientists of the RIs co-authored Collaboration with leading edge teams worldwide (top 10) Number of scientific users Number of new scientists using the platform Technology Real N-1 Obj N Real N Number of international patents Number of national patents Number of prototypes/innovations Number of technology transfer or importance of TT Number of co-development with industry Economic activities Real N-1 Obj N Real N Regional suppliers/total expenses of the RI Number of firms using the platform Number of R&D projects commissioned by companies Volume of funding of R&D projects commissioned by companies Number of collaborative projects Volume of fundings through collaborative projects Number of start-ups around the RIs

Objectives and reporting - Not yet quantified and standardized. Proposition for standardised survey Moving towards guided set of indicators Visibility/attractiveness/public services (non yet standardized – mostly qualitative information) Real N-1 Obj N Real N Survey with clients/users one other two years on the reason why to choose the RI Survey on the main competitors and their relative strengths Self positioning of the RI When relevant, production of observational data (environment, health, etc.) When relevant, production of open databases or biobanks When relevant, production or co-production of expertise
10
Added value for RI managers - User friendly open source tool, easy to customize - Community of practices Experimentation - Accommodate diversity Using existing tools, minimize the additional workload for RI managers, ensuring comparability Socio-economic impact as an integration of RI management indicators How to implement it
